5 Different Legal Acts Indentified for
Simplification
  • On port state control, there was a need to recast
    the basic Directive and five modifying directives
    with a view to set up a new IT information system
    and to modify the reporting requirements
  • On flag state and classification societies, there
    was a need to recast the basic Directive and 3
    modifying directives with a view to reinforce
    clarity and to make implementation more
    efficient
  • On minimum level of training of seafarers, there
    was a need to codify the basic Directive
  • On marine equipment and on enhancing ship and
    port facility security, there was a need to
    recast respectively the basic Directive and the
    basic Regulation.

Recommendations for the Commission
  • The need for the European Union to carefully
    consider the delicate relationship between
    international law on the one hand an European law
    on the other.
  • A call upon the European Community has to be made
    to make sure that it endeavours to inform all
    relevant business players of the existence of EC
    legislation that have an importance or impact to
    that business.

Recommendations for the Commission Contd
  • IPR infringements in the maritime sector should
    be recognized as a crime and subsequently be
    punished.
  • SMEs in the Maritime Industry need to be assisted
    and supported with simplification of procedures
    and access to funding in particular in order to
    ensure their participation in FP7 projects
