BACKGROUND
The Diputación Provincial of Huelva At the
beginning of the (2007- 2011) legislature created
a Renewable Energy Department to drive policies,
programmes and projects in the promotion of
Sustainable Energy Action Plans in the various
municipalities of the province.

COMMON OBJECTIVE
The common objective of all the projects From the
perspective of the provincial organisation is the
local action, which fits in perfectly with the
main objective of the Covenant of Mayors.

AGREEMENT OF LOCAL GOVERNMENTS (Covenant of
Mayors)
The Covenant of Mayors initiative driven by the
European Union has as its main aim to involve
local organisation in comittments to its citizens
for CO2 reduction, particularly through citizen
participation and development of Sustainable
Energy Action Plans.

to the Covenant of Mayors 29 of April 08
Diputación Huelva puts forward to host a
conference under the Covenant of Mayors 2 of

EXPECTED RESULTS

• 1. Cooperate in the strengthening of the
  initiative Covenant of Mayors / as well as
  promoting adherence to new municipalities, and
  provincial and regional entities.
• 2. Creating working papers and proposals
  solutions that provide help and information to
  all those supporting structures that join the
  covenant.
• 3. Definition of a Network of Support Structures
  consolidated at European level to promote
  collaboration, cooperation and integration of
  existing and future Support Structures.
• 4. Exchange of experiences between the components
  of Working Group Support Structures ES or
  participate drafting documents.
• 5. Definition and implementation of practical
  tools for meeting the objectives set out in the
  Covenant Mayors / as through consensus and input
  the various parties involved in the initiative.

CONCRETE ACTIONS TO HELP MUNCIPALITIES WITH THEIR
PLANS
1. Technical advice in terms of planning,
development and implementation of the Sustainable
Energy Action Plans (SEAPs). 2. Search
assistance and direct participation in the
financing of the SEAP. 3. Help in organizing
commitment of the Covenant 4. Promotion of the
initiative between the municipalities to adhere
to the Covenant of Mayors / as well as
information and training for the adherents. 5.
Coordination with other support structures and
exchange of experiences. 6. Representation of
municipalities to Europe. 7. Link between
administrations of different territorial levels
