  • Established in Dec 2000.
  • Tasked to develop MOPS for ADS-B systems using
    the UAT data link.
  • Chaired by George Ligler (PMEI), Richard
    Jennings (FAA)

Objectives
  • Completion date target of June 2002
  • UAT MOPS will consider the ADS-B and FIS-B MASPS
    requirements, as well as other input as
    appropriate
  • range requirements from Eurocontrol
  • accuracy and integrity parameters from ADS-B
    MASPS update group (RTCA/SC186/WG6)
  • TIS-B requirements are expected to be
    accommodated by the UAT MOPS.

  • Compatibility
  • DME no more than 1 DME channel to be vacated
  • JTIDS/MIDS (Link 16) coexistence under agreed
    operational scenarios.
  • Performance Assessment of UAT air-to-air and
    air-to-ground performance in agreed traffic
    scenarios (LA Basin 2020 and Core Europe 2015)
  • UAT frequency assignment initially within the
    U.S. However, the selected frequency should be
    possible to assign internationally

    transmissions from interfering UAT equipped
    aircraft
  • characterise UAT receiver response to
    transmissions from DME and Link16
  • characterise DME interrogator receiver response
    to UAT transmissions
  • determine UAT receiver bandwidth in order to
    minimise impact of adjacent channel DME
    assignments

  • Identification of candidate UAT channels on the
    basis of minimising impact to DMEs
  • Simulations to
  • Apply bench test data and agreed traffic
    scenarios to model UAT performance, and assess
    compatibility with DMEs and JTIDS/MIDS
  • Determine optimum FEC coding and message
    structure for UAT
  • Assure that selected UAT transmit power levels
    and receiver sensitivity can support ADS-B
    application requirements.

Current Status
  • Candidate operational frequency of 978 MHz
    identified
  • Limits European impact to 6 assignments
  • No US impact
  • Waveform and message structure finalised
  • Testing of representative DME interrogators
    proposed by the FAA and Eurocontrol indicates
    that UAT should not adversely affect DME
    operational performance

Current Status (cont.)
  • Simulations to date suggest that UAT can meet
    MASPS required performance in future high-density
    terminal areas in severe interference
    environments
  • (analysis of cost/ performance tradeoffs
    continues)
  • UAT MOPS sections, other than test procedures and
    installation requirements, are in draft form, as
    are several Appendices
