    evaluation factors
  • Summarize sound business rationale/judgment for
    selecting your proposal
  • Build the proposal in compliance with the
    Instructions to Offerors but ensure that themes
    and supporting rationale are clearly linked to
    the Evaluation Criteria
  • Make the evaluators job of linking your proposed
    features and benefits to specific evaluation
    criteria as easy and painless as possible
  • Do not make evaluators hunt for the
    informationmakes your proposal difficult to
    follow

    special? Is it apparent?
