    Preparedness Program.

  • Public Health, in collaboration with all
    partners, is capable of responding to all
    emergencies (natural or man-made), effectively
    and efficiently.

State Public Health Roles and Responsibilities
  • Provide Health and Medical Annex (ESF 8) to State
    Emergency Plan, including
  • Lead Agency Responsibilities within Incident
    Command Structure subject matter experts,
    coordination of partners, resource requests.
  • Investigation and Surveillance detect, track
    and respond to disease outbreaks.

  • Communication Coordination - activation of a
    Joint Information Center, ensuring coordinated
    information to the public.
  • Assist Hospital and Health Care Systems - surge
    capacity for hospital beds, ventilators, and
    appropriately trained staff

Local Health Department Roles and Responsibilities
  • Produce emergency plans that outline LHD roles
    and responsibilities during an emergency
  • Ensure plans are integrated into the county
    emergency plan
  • Design and carry out exercises
  • Manage continuous improvement
  • Maintain redundant 24/7 Internet and voice
    communications

  • Disease reporting according to state standards
  • Package and ship laboratory specimens according
    to state requirements
  • Assure staff have appropriate training
  • SNS Set up PODs and distribute drugs and
    vaccines to entire county population
  • Designate one person as the Preparedness
    Coordinator in the LHD

Hospital Roles and Responsibilities
  • Work in HRSA regions for surge planning and
    integration with other groups (e.g., EMS, LHD,
    law enforcement)
  • Reach a minimum level of preparedness with
    personal protective equipment (PPE),
    decontamination equipment, negative pressure
    rooms, laboratory skills, etc.
  • Train for responding to Mass Casualty Incident

    communication, etc.)
