Background to EM IEP
  • Improvement Efficiency Partnerships (IEPs) were
    established by CLG following the publication of
    the National Improvement Efficiency Strategy in
    December 2007.
  • IEPs are a partnership of all local authorities
    and fire rescue authorities in the region.
  • Provide a framework for supporting improvement
    efficiency over the next three years.

The role of the RIEPs
  • To act as a hub
  • linking together the improvement landscape
    between central government and other bodies with
    local authorities.
  • Purpose
  • Support capacity building
  • Create opportunities for shared learning
  • Facilitate joint working, collaboration and
    partnerships
  • Provide peer support
  • Support councils in difficulty
  • Provide funding for Regional/Sub Regional
    programmes
  • 7030 split in favour of sub regions

Regional Climate Change Programme
  • CLG / DEC allocated 260k specifically to support
    local authority climate change activities in the
    East Midlands.
  • Workshop held in Leicester on 9 Oct to help shape
    the programme
  • Steering Group established
  • 1 x local authority rep from each county area
  • Plus GOEM, Emda, Emra, IDeA national lead, EM
    IEP
  • Programme manager appointed Anne Gayfer

  • A 27 month programme of support for all East
    Midlands local authorities, on the reduction of
    CO2 emissions and adaptation to climate change
    from their own estate and wider local area, with
    particular emphasis on the implementation and
    progression of the NI 185, 186 188

  • Regional and sub regional events
  • To provide the opportunity for climate change
    officers and interested professionals such as
    fleet managers, planners etc to learn about the
    latest developments and initiatives within the
    region and nationally

Human Resource Support
  • Peer advice and support service
  • Provide for direct support around NI 185, 186,
    188 targets for those local authorities not
    considered high performing
  • Support externally facilitated carbon Management
    programmes
  • E.g. EST / Carbon Trust

  • To provide direct support through the use of
    post-graduates to undertake activities / research
    to enable sub regional local authority / LAA
    partnerships / to achieve NI 188 level 2.
