Title: Proposed Schedule Changes

1
Proposed Schedule Changes
  • IAFF Local F33

2
Disclaimer
  • This presentation is for information, it is
presented to educate members of the local in the
various potential shift schedules that are
    proposed.
  • It may not answer all questions, however, it
gives a basic over view of the proposal and
    effects to the membership

3
Introduction
  • This power points presents two proposed schedules
  • 48 on 48 / 72 off
  • And
  • 48 on / 48 off with a 6 day RDO

4
The 48 on / 72 off
  • Also identified as 48 on 48/72 off
  • At use in a number of DoD/Federal Fire Agencies
  • Schedule involves working 48 hour shift, with a
rotating 48 or 72 hours off
  • 48 on 48 off 48 on 72 off etc
  • There are 11 person assigned to each engine
    company

5
48 on 48/72 off cont.
  • The 2 on / 3 off schedule allows for
  • Increased consecutive days at home with family
    /off duty
  • Example
  • The consecutive days when firefighter wakes up
with their family (excluding leave days) under
present system 4 per month (52 per year)
  • The consecutive days when firefighter wakes up
with their family (excluding leave days) under
proposed system 10 per month (127 per year)

6
48 on and 48/72 off cont.
  • Number of 3 day RDOs per year
  • Present schedule 26 / 2 per month
  • Proposed schedule 51 / 4 per month
  • Number of commuting days per year
  • Present 156 days vs. proposed 78 days
  • Firefighters would work in a group system, with
various members working with each other at
    various times

7
48 on and 48/72 off cont
  • RDO changes understand that the proposed
schedules are set by-engine company, so if a
member would transfer between stations, they may
be re-assigned a different RDO than they had at
    their previous assigned station.
  • crew consistency maybe be affected by one of the
proposed schedules. The 48 on / 72 off schedule
requires members to work with various members
assigned to each engine. It does not allow for
    standard set / consistent A shift/B shift
    separate crews at each station.

8
Other Considerations
  • Two out of three times you go home, you are on a
    3 day RDO break.
  • Over-time can be assigned in 24 or 48 blocks of
    time.
  • Annual Sick leave can be taken in 24 or 48 hour
    blocks.
  • Departments have found proposed schedule reduces
fatigue by allowing more consecutive time at home
    / away from work.
  • Provides for 100 increase of 3 day RDOs off
  • (26 now to 51 in
    proposal)
  • pending partnership between local
    management

9
Other Considerations Cont.
  • Every shift is a 48 hour block
  • TAD issues (24 vs. 48 hour TAD)
  • Mandatory OT 72 hour blocks
  • Potential stress in some family situations over
    schedule change
  • Decrease in Morale of some members who do not
    want to try the 48/72
  • Increase in Morale of some members who want to
    try the 48/72 schedule
  • Increased consecutive time home with family / off
    duty

10
Other Considerations Cont.
  • Provides a opportunity for more productive use of
annual leave and greater flexibility on annual
    leave scheduling
  • Present Schedule 72 hour work week / 144 hour
    work period
  • Proposed schedule 72 hour work week / 144 hour
    work period
  • Captain two assigned per crew / assign opposite
    of each other
  • Engineer two assigned per crew / assign
    opposite of each other

11
Review of 48/72
  • 11 members assigned to each fire crew
  • Crews rotate between shifts 2 on / 2 3 days
    off between shifts
  • May have to work with members of both shifts
  • Allows flexibility of scheduling Annual Leave to
maximize days off at home/off duty

12
Other alternative Work Schedule
  • 11 members assigned to each fire crew 5 members
assigned to each shift (Captain / Engineer 3
firefighters) per fire crew with one Floater per
station who works a set six days per pay
    period.
  • Fire crews work together constant staffing
  • 2 on / 2 off with a six day RDO each 28 days /
except floater who has a four day RDO per pay
    period

13
48 on / 48 off with 6 day RDO
  • Consistent 144 work pay period
  • 6 day RDO within 28 day work schedule
  • Allows for consistent staffing
  • Other considerations are consistent with the 48
    on 48/72 off proposal
