Asia Indigenous Peoples
Pact (AIPP) Foundation
  • AIPP is a regional indigenous peoples network
    conceived in 1988 officially founded in 1992 .
    Its secretariat is based in Chiangmai, Thailand
  • Aim to strengthen the process of building
    cooperation and solidarity among indigenous
    peoples of Asia.
  • It is committed to the cause of promoting and
    revitalizing indigenous systems and institutions
    and their control over their traditional
    territories and their own development and future.
  • It was created out of the need felt to formulate
    common strategies to promote the collective
    rights and restore the self esteemed of Asian
    Indigenous peoples
  • Current Membership - 27 IPOs from 15
    countries and about 100 IPOs as contacts from
    South and Southeast Asia.

Programme Activities
  • AIPP had worked to bring the struggle of IPs to
    the attention of international community by
    facilitating members participation at the
    international meetings (UNWGIP, UNWGDD, UNPFII,
    UNCHR/HRC, UNEMRIP, CBD processes)
  • Coordinated making of presentations
    interventions on behalf of members coordinating
    networking activities and communications among
    the networking groups
  • Coordinated intl. events such as prep meetings
    for PFII, WCC,WGDD, COP7 and WG-ABS etc. Co
    organized with IIFB intl. workshop on FPIC in
    2004
  • Develop national level training on Policy
    advocacy and national networking meetings to
    build links and understanding among IPOs
    themselves
  • It advocate for the collective rights of IPs
    IWs rights as one of its key focus lobbying
    for IW rights is done in tandem with the
    assertion of the rights of IPs through the
    promotion of traditional system and values

AIPP Policy on Gender its advocacy at the
regional/intl. level
  • It has a policy of gender justice integrates the
    interest of women in all activities of the
    orgn. ensure equal representation of women in
    regional intl. meetings/Conferences
  • Work towards promotion and protection of IW
    rights by acknowledging the traditional roles of
    IW as transmitters of TK and cultural values to
    the community
  • Encourage womens participation in the decision
    making processes at all levels
  • Work for the promotion of IWs right through
    networking, campaign, awareness raising,
    education and training
  • It work in collaborative manner with regional
    women's organization such as AIWN and APWLD it
    has been active in the Indigenous Women
    Biodiversity Network, an intl forum for IW
    working at the CBD

AIPPs role in the intervention of VAIW
  • Implementation of training program on Gender
    Justice and training of women in decision making
    (TIWDM) This strengthen womens social status
    and confidence, fortifies their capacity to
    assert their rights confront gender-based
    violence
  • This training provided wide range of knowledge
    related to their rights privilege, about the
    natl. legislation intl. laws regarding the
    rights of women
  • The training also serve as a platform of exchange
    among women for sharing of experiences cases
    reported were analyze and concluded that women
    subordination within the families and communities
    also arises from attitudes and policies that
    violate collective indigenous rights
  • Training have been conducted in Cambodia,
    Thailand, Bangladesh, Malaysia, Burma,
    Philippines, Nepal, NE India and Indonesia

Challenges of doing work on VAIW at the regional
level
  • Language barrier is a big challenge those who
    are not familiar with English as lingua franca in
    the region are often left out
  • Funding needs when funding is a constraint for
    most IPOs capacity development activities and
    related advocacy work is hindered
  • Commitment and capacity of the local organization
    also determine for the continuity of the work

Conclusion
  • AIPP is further committed to carry forward the
    women programme as a full fledged program of the
    organization with the GA fully endorsing for it
    It will also focus in mainstreaming women issues
    within AIPP programmes through the creation of
    strong inter-programme strategy
  • The new program will include
  • 1. advocacy on policy change of indigenous women,
  • 2. to engage in dialogue of the leaders and women
    for the reformation of traditional structure
    discriminatory to women
  • 3. capacity development of IW on issues such as
    women human rights, economic justice, climate
    change, collective rights strengthening of IW
    through implementation of UNDRIP and
  • 4. to facilitate IW representation in the intl
    processes etc.
