  • A voluntary association but encouraged by
  • the Government
  • A strategic partnership
  • All 22 local authorities are members,
  • together with regional partners
  • Funded by government grant and membership fees
  • Focused on core work supported by government

    Assembly also has SEE Partners (social, economic
    and environment partners)

  • No elected regional assemblies on the agenda post
    NE vote
  • Regional devolution has continued housing,
    setting funding priorities, health restructuring
    etc
  • Review led to a renewed focus and sharper edge to
    the Assemblys work

  • Traditionally, YHA focus has been on the high
    level easy to get consensus
  • Increasingly need to set priorities for the
    region includes identifying priorities around
    investment
  • New governance structures developed to ensure fit
    for purpose

This structure
  • Focuses resources on statutory functions
    supported by government
  • Allows the region to set clear priorities in a
    speedy and effective way
  • Through membership incorporates city regions,
    sub-regions and localities
  • Effectively joins up housing, planning,
    transport and economic development
  • Local Government interests addressed through a
    new organisation - LGYH

  • The new staffing structure reflects the need to
    focus work on core service areas.
  • As well as a corporate service function, there
    are 5 service areas
  • Planning Strategy (including Transport)
  • Planning Delivery Conformity
  • Strategy Integration Sustainable Development
  • Scrutiny Accountability
  • Housing Communities

Conclusion
  • Regional work will continue we need to make
    these structures work
  • The Assembly will be more focused in its work
    concentrating on core activity
  • Joining up and alignment are everyones
    responsibility not just YHA
  • The new structure is a starting point not a
    solution
