Significance of information flow management in
international trade
  • Efficiency the essence of trade facilitation
(less bureaucracy, faster movement of goods and
    trade information)
  • Security better gathering of information is a
    key.

3
1. UNeDocs in SEE
  • 3 phases better paper, data model, e-docs
  • BG pilot project (the Invoice) -gt then the
    other documents
  • SCG Ministry of foreign trade of Serbia
organized a meeting with all stakeholders, 7 July
2004 2 pronged approach Customs (SeW project
under TTFSE II) Chamber of Commerce (one or two
    docs)
  • Others (RomPRO others) follow this approach

4

    documents)
  • UN Layout Key for trade documents (ISO3535)
  • UN Trade Data Elements Directory (UN/TDED)
(ISO7372, endorsed by WCO WCO Data Model Core
    Components)
  • Codes UN locations code (LOCODE)
  • Other codes
  • UN/EDIFACT (the only global standard for
    electronic data interchange EDI)
  • Standard software platforms
  • www.unece.org -gt Recommendations

5
UNeDocs 4 phases
  • Better paper documents
  • Data model
  • Electronic documents
  • Leveraging digital documents Developing systems
    automated data processing, Single electronic
    Window, electronic transport corridors
  • Tasks -gt Outcomes -gt Benefits -gt UNeDocs support

6
UNeDocs phase 1 Better paper documents
  • Output - Set of aligned national paper documents
    aligned Box Completion Guidelines, endorsed
by key stakeholders (Govmt agencies traders),
    universally published accessible
  • Tasks
  • 1. Organizational
  • cttee or High-Level Steering Committee (HLSC) -
main stake holders to oversee the process.
  • Expert Group to do the actual work of preparing
    national e-documents following UNeDocs
    specifications.
  • 2. Documents harmonized with intl standards on
a regional basis. In this sense we suggest a
project for a common document set for intl trade
    for TRACECA.
  • Benefits - efficient paper document system,
cutting red tape harmonization of cross border
    documetary procedures
  • UNeDocs can provide support on this phase
throught capacity building helping prepare the
set of aligned trade documents. The UNeDocs
International Document Set (IDS) can be used for
    this purpose.

7
UNeDocs - phase 2Data Model for trade documents
  • Output a Data model for national trade documents,
based on international standards (UNTDED, WCO
    data model) - technology/syntax independent.
  • Tasks
  • organizational work in the HLSC of main stake
    holders
  • experts group to prepare the national Documents
    following the UNeDocs specifications. Each
Document will be based on the UML data model.
  • Benefits - readiness for automation of
    procedures, improving business processes
cross-border facilitation of trade and transport.
  • UNeDocs can support by providing IDS Generic data
    models, Tools technologies, expertise
    capacity building help for regional
    harmonization.

8
UNeDocs - phase 3Digital paper
  • Output
  • EDIFACT Message Implementation Guidelines
    (optional).
  • UNeDocs XML documents.
  • Tasks work primarily within the Nat. Document
expert working Group - preparation of Documents
in XML which is semi-automated generation based
    on the data model.
  • As a result, the country would raise its capacity
for electronic Business and computerization of
    procedures.
  • UNeDocs can provide support by providing tools,
    capacity building, standards.

9
UNeDocs - phase 4Leveraging electronic documents
  • Outputs
  • exchange of Information (within and across
borders) in advance of the actual movement of the
    consignments,
  • possibility to set up Electronic Single Windows,
  • create the foundations for Digital Services (ex.
UNeDocs Web Services for digital Documents using
    a remote server).
  • eBusiness eGovernance Policies are developed on
    this level.
  • Tasks primarily for the HLSC of stake holders.
The e-docs should be integrated into the IT
systems of the stakeholders. Reaching SMEs and
individual actors we call  Last mile
    connectivity .
  • Benefit creation of the fundament for any form of
    automation of documentary procedures.
  • UNeDocs can support by Capacity building, last
    mile technologies, Reseach Development UNeDocs
Software Extensions for the IDS UNeDocs Web
    Services for Digital Documents, UNeDocs/UPU
    digital signatures

10
Key importance of harmonization
  • If countries harmonize documents and required
data (and then all set of trade and transport
documents) UNECE can help with tools evaluate
alignment of national forms with UN Layout key,
    electronic documents and Single Window.
  • Political will needed support from the
    countriesw and existing structures (SECIPRO),
donors (EU, World Bank, States, private sector,
    etc.).
  • (Project for a harmonized set of documents in SEE)

Capacity building
Countries can be on different levels of the
stairway. They must choose what they want.
16
What should countries do?
  • 1. creating a national e-document strategic
    vision
  • 2. making a review of the UNeDocs documents
  • 3. focusing on one or two key documents (from the
    IDS)
  • 4. investigating feasibility for cross border
    exchange of electronic documents
  • 5. establishing and/or strengthening cooperation
    with international organizations
  • 6. Building support for a pilot project
    creating a data model
  • A key point to be born in mind is that before
    starting implementation financing and donor
support should be guaranteed, and a resource plan
    developed.

17
2. UNECE-SECIPRO capacity-building proposal
  • Capacity building seminars
  • One launching seminar in a centrally located city
    with participants from all countries.
  • Three working seminars, e.g. in Serbia and
Montenegro, Moldova (or Romania), and Bulgaria
(for several countries) on trade facilitation and
    e-business.
  • One seminar drawing the conclusion of the
programme again in a centrally located city.

18
UNECE-SECIPRO capacity-building
  • Proposal based on a Supply Chain management
    approach.
  • Proposal builds on
  • UNECE-prepared training modules for
    capacity-building in trade facilitation and
e-business from a Supply Chain management
    perspective.
  • Support from SECIPRO and donors
  • Logistical support and local expertise from PRO
    organizations

19
Capacity-building
  • Capacity-building workshop on 18-20 October in
    Geneva (www.unece.org/trade) will give the
    outline.
  • Meeting on Trade Facilitation in Moscow, 22-24
    November 2004.
