- To initially span for 2 years and 3 months.
- Establish effective and inclusive communications
which is critical - Building relationships with individual sites and
other stake holders through visits to possible
hospital sites. - A steady increase in the number of participating
centres over the two years period - Six sites to become blood culture and CSF
surveillance sites.

4Instituting blood cultures
- Sites that have the capacity to increase their
routine workload. - Sites that are performing well in terms of
meningitis surveillance. - Repeat site visit, discussion of logistics and
estimation of number of cultures.
5Training / Capacity building.
- Help with production and local dissemination of
surveillance clinical definitions and guidelines
for investigation. - Training of laboratory staff, if required,
through visits to a well functioning laboratory
or reference centre. - Training in records keeping approaches.

- Development of SOPS, Clinical case definitions,
algorithms and data management aspects - The establishment of sites and monitoring of
their performance - The sharing of generated information

- Foundation conference to set performance
indicators to be measured for each site, country,
and whole project. - Foundation conference to set out incremental
remedial measures to assist under performing sites
