8
Tuna Fishery Data Collection Licensing data
Recorded by Fisheries Companies Unit of
collection Data cover a Vessels license
period Coverage required 100 Latest form
version (non-standard forms)
Main characteristics
  • Documents revenue from foreign and domestic
    fleets licenses
  • Documents compliance
  • Underpins the collection of other types of data
conditions in a licensing system enforces the
collection of other types of data
  • Licensing data come in many forms, for example,
  • Company details
  • Vessel attributes
  • Individual vessel license details
  • License fees and receipts
  • Telex reporting

9
Tuna Fishery Data Collection Logsheet data
Recorded by Vessel captain Fishing
company Unit of collection Data cover a
Vessel trip Coverage required 100 (i.e.
covering all activity) Latest form version DCC
2004 (all fisheries)
Main characteristics
  • Effort and catch are reported at the fishing
    operation level
  • Logsheet data collection cover the commercial,
    artisanal and recreational/sports fisheries
  • The logsheet focuses on reporting the catch of
target species and primary by-catch species
  • The catch in weight recorded is usually a visual
    estimate
  • Validated by Unloadings, Port Sampling and
    Observer data

10
Tuna Fishery Data Collection Unloadings data
Recorded by Fishing company / Agent for
unloadings Unit of collection Data represent
catch from a Vessel trip Coverage required
100 (i.e. covering all unloadings) Latest form
version DCC 2004
Main characteristics
  • Provide the actual, measured weight of the catch
(by species) from a vessel trip LONGLINE.
  • Longline unloadings are a summary of the packing
list, the reject list and the list of
    cannery-bound fish (e.g. albacore)
  • Provide an independent estimate of the trip
catch, which can be used to verify and correct
    the logsheet data.
  • Can be validated by Logsheet, Port Sampling and
    Observer data

11
Tuna Fishery Data Collection Port Sampling data
Recorded by Fisheries staff (Port
samplers) Unit of collection Data represent
catch from a Vessel trip Coverage required 20
(recommended target coverage) Latest form
version DCC 2004
Main characteristics
  • Offers a convenient, cost effective method to
obtain considerable quantities of species and
size composition data for stock assessment work
  • Provides an independent verification of the data
submitted by the fishing company (i.e. logsheets,
    unloadings data and packing/reject/cannery lists)
  • Only partial coverage of port sampling data is
    required (Target 20 - randomly-selected
    unloadings)
  • The entire unloaded catch from a trip must be
    sampled, or accounted for

12
Tuna Fishery Data Collection Observer data
Recorded by Fisheries staff (Observers) Unit
of collection Data collected for a Vessel
trip Coverage required (Currently being
reviewed by WCPFC) Latest form version DCC 2004
Main characteristics
  • Provides a more detailed account of the catch, by
species, and the effort expended than any other
    data source
  • Provides the only reliable means to determine the
extent of non-target catch and discards in the
    fishery
  • Provides the only means of verifying catch and
effort data recorded on logsheets at the fishing
    operation level
  • Vessel and Gear Details
  • Provides an opportunity for biological sampling
  • Both Compliance and Scientific Aspects

13
Tuna Fishery Data Collection Fishing Trip and
Port Visit log
Recorded by Fishing company Unit of collection
Data collected for a Calendar Year Coverage
required 100 (i.e. covering all
activity) Latest form version DCC 2004
Main characteristics
  • Summary list of vessel trips and periods in port
    during the calendar year
  • Specifically checks the periods when vessels are
    in-port throughout the calendar year
  • Provides an effective means of determining the
coverage of all other types of data collected

14
Tuna Fishery Data Collection Boarding and Port
Inspection data
Recorded by Fisheries Staff (Inspectors?) Unit
of collection Data collected at random from
Vessels Coverage required (random
sample) Latest form version (PNG Compulsory
Vessel and Inspection and Checklist is
being used as the interim standard at this stage)
Main characteristics
  • Collected on a random basis from vessels in port
or boarded during a fishing trip
  • License and Logbook Verification
  • Vessel and Gear Inspection
  • Catch verification

15
Tuna Fishery Data Collection Vessel Monitoring
System (VMS) data
Recorded by through Automatic Locator
Units Unit of collection Vessel throughout a
calendar year Coverage required 100 (i.e.
covering all activity) Latest form version (No
forms reqd. electronically received)
Main characteristics
  • Provides highly accurate information on the
position of vessel, often at intervals of very
short time periods (e.g. every 4 minutes?)
  • Provides a verification of coverage of vessel
    trips
  • Validates positions recorded on Logsheets

16
Tuna Fishery Data Collection Other MCS data
Recorded by Inspection Officers Unit of
collection Various Coverage required
Various Latest form version Various
Main characteristics
  • Vessel Sightings
  • Prosecutions (Summary of citations, violations
    etc)
  • Vessel History

17
How well are we doing?
  • Estimated annual coverage of data provided for
the tropical WCPO purse seine fishery

18
How well are we doing ?
  • Estimated annual coverage of data provided for
offshore and domestic longline fisheries based in
    Pacific Island countries

19
Types and functions of data
  • 3.1 EXERCISE SESSION
  • Group Discussion Think about the data
collection in your country (Share experiences
on each type of data collected). Are there any
other types of data collected in your country not
    mentioned here ?
  • Exercise (Individual countries) You will be
    provided handouts/exercises designed to
  • Test your knowledge on two types of Data
    Collection (logsheets and unloadings), and
  • Prompt you with questions to provide specific
information on these data collection systems in
    your country
  • You can start completing the questions in these
exercises now, but there will be some questions
that might be better attempted after covering the
material in subsequent sessions The output will
be incorporated into your National Procedures
    document.
  • If you have time later you can continue this
exercise for other types of data collected in
    your country.
