7WP 5 Deliverables
D 5.2 Assessment of the main drivers for
biofuel introduction in the Lisbon metropolitan
area Portugal
- In Portugal, the fulfilment of the goals set by
the European Renewable Fuels Directive 2003/30/CE
is considered to be the major and determinant
driver for the introduction of biofuels. - The national strategy sets out 3 options for
attainment the targets imposed reduce the tax
burden on biofuels compared to the tax on the
fuels they replace fix compulsory percentage for
biofuel content in transport fuels establish
voluntary agreements with fuel producers and
distributors, as well as inform consumers and
raise institutional awareness to the use of
biofuels. - Having this in mind, 3 distinct scenarios have to
be considered in order to have biofuels
consumption in Portugal - 1.Direct importation of biodiesel and/or
ethanol - 2.National biofuels production from imported
feedstock - 3.National biofuels production from national
feedstock.
8WP 5 Deliverables
D 5.2 Assessment of the main drivers for
biofuel introduction in the Lisbon metropolitan
area Portugal
- Constraints to the introduction of biofuels in
Portugal - ? Scarcity of available land allied with the
poor productivity of energetic cultures - ? Portugal is not using non-cultivated lands
for energetic purposes, with the lack of national
feedstock as a consequence and the high cost of
national feedstock and industrial processing. - Drivers to the introduction of biofuels in
Portugal - ? Need of security of fuel supply, and the
reduction of the foreign energetic dependency - ? Fulfilment of the Kyoto Protocol
- ? Establishment of new business
opportunities - ? Promotion of rural development.
