Main Objective
  • Mutual enrichment and better understanding
    between the European Union and partner countries,
    through the exchange of persons, knowledge and
    skills at higher education level.

Specific objectives
  • Enhance international cooperation capacity of
    third-country universities
  • Enrich educational cultural environment in
    HEIs
  • Contribute to the development of a pool of
    well-qualified, open-minded and internationally
    experienced youth capable of meeting the
    challenges of global economy
  • Improve transparency and recognition of studies
    and qualifications - implementation of Common
    Areas of Higher Education
  • Enhance Higher Education staff skills and
    qualifications building their capacities to
    contribute to improvement of Higher Education
    systems in third countries
  • Increase administration and public and private
    sectors capacities by offering their staff
    mobility activities
  • Enhance the EU-Third-country political, cultural,
    educational and economic links
  • Provide students from vulnerable groups with
    further education and career development
    empowering them for leadership

  • Neighbouring countries in South Mediterranean and
    Eastern Europe (Morocco, Tunisia, Algeria, Egypt,
    Israel, Palestinian Territories, Jordan, Syria,
    Lebanon, Russia, Georgia, Armenia, Azerbaijan,
    Ukraine, Moldova, Belarus),
  • Central Asian Republics (Kazakhstan, Kyrgyzstan,
    Turkmenistan, Uzbekistan, Tajikistan)
  • East of Jordan (Yemen, Iran, Iraq)

    Korea )
  • Latin America (Brazil, Chile, Mexico)
  • Africa-Caribbean- Pacific countries (76
    countries in 6 areas Central Africa, Eastern and
    Southern Africa, Southern Africa, Western Africa,
    Caribbean and Pacific)
  • Western Balkan Region (Albania, Bosnia
    Herzegovina, former Yugoslavian Republic of
    Macedonia, Kosovo, Montenegro, Serbia)

Partnerships
  • Applicants
  • European HEI (holding an Erasmus Charter) or
    Association/network of European HEI (including at
    least 10 HEI with an Erasmus Charter, located in
    at least 5 different European countries)
  • Partners
  • Same as applicants recognised HEI from the
    Third-Countries covered by the geographical lot
  • Partnership
  • Minimum size In principle, 5 European HEI
    (holding an Erasmus Charter) 1 recognised HEI
    from each of the Third-Countries covered in the
    geographical lot (special requirements for some
    lots)
  • Maximum size 20 eligible partners (incl. the
    applicant)
  • The same partnership can apply to 4 lots max
    (separate applications)
  • Associates
  • Any type of organisation in the eligible
    countries whose involvement can contribute to the
    implementation of the mobility scheme

Operating mechanism
  • STEP 1 Submission of proposals to the Executive
    Agency (before January 31, 2008)
  • STEP 2 Selection of mixed consortia by Executive
    Agency
  • Minimum consortium 5 European universities
    from 3 MS 1 3C university
  • Special requirements (under discussion)
  • Lot 7 ( Iran, Iraq, Yemen) 1 university in at
    least 2 of the partner countries in the lot
  • Lot 9 ( Kyrgyzstan, Turkmenistan, Tajikistan,
    Uzbekistan) and lot 17 (Western Balkans) 1
    university in at least 3 of the partner countries
    in the lot.
  • Lots 10, 11 and 12 (Asia Regional) at least 1
    university per each country in the corresponding
    lot and at least 1 university in one optional
    country
  • Lot 14 five Chilean universities, 1 from the
    northern regions and 1 from the southern regions
  • Lot 15 At least 1 university from 1 of the 10
    least developed states listed in the call
  • Lot 16 3 Brazilian universities of which 2
    federal ones
  • Lot 16 (ACP) at least 1 university from at
    least 5 of the ACP areas included in the lot
  • Selected consortia will be given a partnership
    framework agreement and a specific grant contract

Operating mechanism
  • STEP 3 Selection of students academic staff
    by the consortia of universities through
    transparent mechanisms (up to December 2008)
  • STEP 4 Start of students academic staff
    mobility by 1st April 2009 at the latest.
    Mobility can start at the earliest 1 Sept 2008

EM ECW Target groups
  • GROUP 1 Students and academic staff registered
    in a HEI member of the applicant partnership
  • Target Group 1 must represent at least 50 of
    the total mobility
  • European mobility is limited to a maximum of
    30 of the total mobility
  • GROUP 2 Nationals of an eligible third country,
    enrolled in (or having obtained a university
    degree from) a HEI of these countries
    non- member of the applicant partnership
  • GROUP 3 Nationals of an eligible third country
    in a particularly vulnerable situation (e.g.
    refugees, asylum seekers, etc.)

  • Financing for consortia from 1 to 9,6 million

  • Organisation of mobility 10,000 per university
  • Scholarships travel, living allowance, full
    insurance, fees (limited or Erasmus fee waiver)
  • Undergraduate scholarship Group I (max.
    13,675)
    Group III ( max. 45,550)
  • Master scholarship Max. 30,650
  • Doctorate scholarship Max. 64,050
  • Post doctorate scholarship Max. 23,750
  • Academic staff fellowship Max. 7,725

Results so far
  • A European Scholarship Scheme to increase links
    with partner countries combining the
    institution-based mobility of Erasmus and free
    mobility opportunities of Fulbright and
    complementary to the existing Erasmus Mundus
    master scholarships.
  • Minimum 1,315 students and staff will receive a
    scholarship to study, train or carry research
    abroad
  • Mobility in priority fields according to
    national/ regional needs (from 2007 call, agreed
    with partner countries).
  • Cooperation with high quality European
    institutions with extensive experience ( Erasmus
    Charter) and on credit recognition.
  • Improved cultural understanding respect for
    diversity
