What is a Professional License
  • To set up a professional firm, permission for
    100 foreign ownership and sole proprietorship is
    granted. These kind of firms are involved in
    professional or artisan activities. A local
    resident of UAE has to be appointed on a
    mandatory basis as a Local Service Agent (Wakeel
    Khidmaat), however, has no direct participation
    in the business and an amount is paid as
    sponsorship fees every year.
  • Trading, Industrial and Tourism Licenses can be
    made LLC, or Sole Establishment with UAE
    National's 100 ownership. Expatriate investor
    cannot take 100 ownership of these licenses. But
    in Professional License, 100 expatriate
    ownership and sole proprietorship are permitted.
  • CIVIL COMPANY A Civil Company is one which has
    more than one Professional License.

Why do we need a Professional License

    under the "Profession License" category, then a
    100 ownership can be retained in your
    organizations. A U.A.E. National Sponsor still
    will remain a mandatory requirement which Prodesk
    will provide you, however, the Sponsor will not
    be owning any age of shares instead would only
    be "Agent" who represents you before the U.A.E.
    Government for formalities such as Visas, Work
    Permits, License Renewals etc.

Steps to get Professional License in Dubai
  • Reserve a name for your organization with
    Department of Economic Development (DED)
  • Fees Dh260 including service charge.
  • An extra fee of Dh2000 per year is charged for
    any Foreign/English words, including short
    words/Abbreviation when getting the license
    renewed. First time fee is suggested to be paid
    together with the first license fees.
  • Note Countrys Name, Continents Name, Names of
    Known regions Towns, Color (blue, red etc.) are
    a few names that cannot be reserved.
  • Initial Approval by Department of Economic
    Development (DED) is granted with a fee of Dh110.

Documents required for initial approval
  • Filled form
  • Passport Copies of Partners
  • Naturalization book's, copy of Local Partner
  • No Objection Letter from the sponsor for
    expatriate partners (NOC is not required for
    visit/Tourist visa holders and their visa copy
    should be attached).
  • If UID Number is not mentioned in the
    Visit/Tourist/Transit visa, it has to be
    collected from the Immigration Department on
    payment of Dh130.
  • Some activities require initial approval from
    concerned departments (eg. Municipality, RTA,
    National Media Council etc.)

Steps
  • Type Local Service Agent Agreement appointing UAE
    National as Service Agent of the Establishment
    from a legal translator and get them attested
    from Notary Public at Al Tawar Centre.
  • Legal translator's seal is not required if the
    agreement is only in Arabic.
  • You should mention Sponsor's yearly fees in this
    Agreement.
  • If there is more than one owner, you should make
    one more agreement (Civil Company Partnership
    Agreement) and get attested from Notary Public.
