What is EARSC?
  • EARSC is a non-profit-making organisation created
    in 1989
  • EARSC is an association of corporate and observer
    members which gathers the collective voice of the
    Earth Observation Industry
  • EARSCs focus is growing the use of earth
    observation and increasing the profile of its
    members.
  • Fosters dialogue between EARSC members, decision
    makers and users
  • Provides technical expertise and policy guidance
  • Promotes EO industry with European bodies

EARSCs Mission
EARSC facilitates networking amongst member
organizations and disseminates information on
opportunities, stakeholder involvement,
procedures and policies of interest to its
members. Through the active participation of its
members, EARSC helps them be more successful by
providing the best networking and information
dissemination

  • Non-proprietary Standards
  • Success of the government programs
  • Leverage their investments in systems and data
  • Selection of the best software tool for each job
    and reduce technology and procurement risk, like
    the risk of being bound to one vendor
  • Programs based on open standards have a 25
    better return on investment than programs based
    largely on vendors' proprietary interfaces and
    formats.

  • Why
  • Combination of data from different sources is
    essential to know the Earth System
  • Constrains
  • Imcompatible observations, missing standards,
    insufficient operational data assimilation
    capacity
  • Needs
  • Mechanism for achieving the convergence or
    harmonization of observation methods, agreement
    on the use of standards, references and the
    promotion of intercalibration and operational
    data assimilation

E.O.Standards
  • Environmental information needs a minimum set of
    tools to allow interoperability to reduce the
    cost of making transaction between information
    systems.
  • The idea to follow is the internal
    reorganization of the systems. The Earth
    Observation value added sector should evolve with
    interoperable services and using standards,
    independently of the space data and of the
    sensor.
  • Standards should consider two main topics DATA
    and NETWORKS

Infrastructure for Spatial Information in Europe
  • CORINE 1990 and CORINE/IMAGE2000 A successful
    attempt to standardize Earth Observation and
    Geo-Data for LAND-COVER applications
  • INSPIRE A succesful Framework Directive aiming at
    Data Harmonization for ENVIRONMENT applications.

INSPIRE
INSPIRE- Infrastructure for Spatial Information
in Europe
  • The INSPIRE Framework Directive, lays down
    general rules for the establishment of an
    infrastructure for spatial information in Europe,
    based on infrastructures established and operated
    by the Member States.
  • The component elements of those infrastructures
    shall include
  • metadata,
  • spatial data sets
  • network services and technologies
  • agreements on sharing, access and use
  • coordination and monitoring mechanisms,
  • processes and procedures.
  • Member States will have to implement different
    measures to have these components into place.

GMES relevant objectives
  • Converging or harmonizing observation methods
  • Promoting the use of existing standards and
    references, intercallibration and data
    assimilation.
  • Defining and updating interoperability
    arrangements
  • (collecting, processing, storing and
    disseminating shared data, metadata and products)
  • Studying new standards

GIS I/F STANDARDS (I)
  • The Open Geospatial Consortium, Inc (OGC) is an
    international consortium of 335 companies,
    government agencies and universities
    participating in a consensus process to develop
    publicly available interface specifications.
  • OpenGIS Specifications support interoperable
    solutions that "geo-enable" the Web, wireless and
    location-based services, and mainstream IT. The
    specifications empower technology developers to
    make complex spatial information and services
    accessible and useful with all kinds of
    applications.

GIS I/F STANDARDS (II)
  • To support INSPIRE, OGC and OGCE, the European
    OGC subsidiary, provided input to the early
    Position Papers for INSPIRE
  • European OGC industry members participated in the
    Internet consultation prior to the adoption of
    the Framework Directive by the European
    Commission.
  • OGCE was also a partner in the Geographic
    Information Network In Europe (GINIE) Project.
    The aim of this project was to develop a cohesive
    Geographic Information Strategy at the European
    level, and which thus provided strategic input to
    INSPIRE
