  • Why the TradeCom Program?
  • ACP countries and regions wish to develop their
    own economies and alleviate poverty in their
    territory.
  • International trade can be a major catalyst of
    economic growth and employment.
  • Trade liberalization, if it is to be conducive to
    development, also requires concurrent domestic
    policies.
  • Each country has the responsibility to engineer
    coherent and efficient economic policies, to
    develop sound domestic regulation and to conduct
    international trade negotiations accordingly.

  • Why the TradeCom Program?
  • Most ACP countries and regions, however, lack the
  • capacity for trade policy design and effective
  • participation in international trade
    negotiations.
  • ACP countries are currently confronted with the
    challenge
  • to concurrently transform themselves, integrate
    regionally,
  • negotiate European Partnership Agreements, and
  • participate in the development of multilateral
    trade rules at
  • WTO level.
  • The intellectual input required to accompany this
    endeavour is essential. It must be optimal and
    span through several generations.

  • is divided in three main components
  • 1. Trade Policy Formulation
  • 2. Trade Negotiations
  • 3. Implementation of Trade Policies and
  • International Trade Agreements.

  • Regional or inter-regional organisations.
  • Ministries in charge of trade policy formulation
    and international trade negotiations.
  • The thematic or sectoral ministries and public
    services (agriculture, industry, finance and
    customs, justice, standard setting and
    certification bodies)

  • Representative structures in charge of the
    dialogue between government and private sector.
  • Private sector associations, duly representative
    of the business operators.
  • Civil society, universities, research and
    training organisations and other non-state
    actors.

  • What projects are eligible?
  • Projects must be in accordance with the purpose
    and objectives of the TradeCom facility
  • Projects should contribute to poverty
    alleviation.
  • In practice they must meet one or more of the
    eligibility criteria

  • Eligibility Criteria
  • Contribute to the enhancement of the analytical
    and institutional capacity of the ACP for trade
    policy formulation
  • Contribute to the strengthening of the
    institutional capacity to implement trade
    policies and trade agreements
  • Contribute to the ongoing process of the ACP-EU
    and /or multilateral negotiations.

  • Address particular identified capacity
    constraints related to trade policy formulation
    and the negotiations
  • Integrate short-term needs with longer capacity
    building objectives
  • Provide relevant and accessible trade-related
    outputs to the ACP
  • Have a clear focus on the trade-related thematic
    and sectoral areas of concern to the ACP.

  • Make use of and help to transfer trade-related
    knowledge and skills to ACP expertise
  • Associate in trade policy formulation, to the
    extent possible partners from various but related
    sectors (Government, academics, experts, private
    sector and other stakeholders)
  • Encourage networking between different
    stakeholders and producers.

  • Download Standard Request Form or contact PMU.
  • Try to complete the form as fully as you can
  • Call, write or meet the PMU to seek assistance
    and preliminary feedback
  • If needed, the PMU staff can come to assist in
    drafting a request.
  • The Request Form is very useful to prepare clear,
    effective and realistic Terms of reference.

  • Requests for assistance what next?
  • Finalised requests are submitted by e-mail to the
    Validation Committee
  • Submissions will take place once a month, in
    order to take account of geographical and
    institutional equity
  • The PMU will motivate each of its assessment of
    the eligibility and quality of requests
  • Upon approval, the PMU may then initiate
    implementation
  • Implementation must be in full compliance with EU
    procurement rules.

  • Structuring a lobbying campaign
  • Creating/reinforcing capacity within intermediary
    organisations on trade-related issues
  • Organising awareness campaign(s) on the
    challenges posed by gradual trade libralisation

    interest eg. Kava
  • Legal services on trade-related issues, including
    the legal assessment of barriers to trade

  • Update as of 15 Sept. 2008
  • Some 37 requests for assistance have been
    received at the PMU since the beginning of the
    year.
  • Since March 2008, the Validation Committee
    approved 21 projects for implementation bringing
    the total number of projects implemented or being
    implemented by the PMU to a total of 70.
