Advance information
  • Documents have to arrive in electronic format to
be immediately available for further data
    processing
  • Documents must be aligned to Customs business
    needs
  • Customs is interested to receive the data
directly from the source (initiator of the
    consignment usually the Seller)For advance
information a small number of documents that are
of interest (Invoice and perhaps Packing List)
  • Paper invoices are often manipulated. Customs is
very concerned that electronic invoices will
offer more opportunities for document alteration.
Electronic documents will only be accepted with
    adequate security mechanisms in place.

15
New scenario for advance information
  • Customs depend on the foreign trade document
  • Aligned documents scenario provide efficiency
gains for the issuer of the document.
  • The new scenario is implemented through pressure
from the buyer to benefit preferential treatment
  • Electronic signatures and authentication is an
integral component of the document and the
    underlying standard
  • Buyer/Importer and importing countries Customs
    organization

16
Linking UNeDocs and Modelling approach
  • A methodology to
  • set out a process to formalize the intangible
knowledge held within an activity and
  • translating it into a comprehensible set of
    messages
  • which can be communicated, through a consistent
    production and delivery mechanism.
