  restoring the structure to its pre-damage
  condition would equal or exceed 50 of the market
  value of the structure before the damage occurred.

  required?

The existing building must be elevated so that
the lowest floor (including basement) is elevated

• Building value is the market value of the
  building prior to the damage or improvement.
• You can require a professional appraisal.
• Tax assessor records can be used as a screening
  tool only.
