  • IMS simple sequencing considering use of
    competency references to share mastery
    information between learning activities
  • Commercial implementations of Competency-definitio
    n based competency models and inventories e.g.
    Computer Drivers License, GTI, etc.

  • Competencies Version 1.0 was approved by the
    HR-XML Consortium membership on 2001 Oct 16.
  • This spec covers Competency records how
    competent and individual is and what evidence
    there is.
  • Part of a record is the competency ID,
    description, taxonomy ID, etc.
  • Large overlaps with LOM, IMS LIP, very small
    overlap with Competency Definitions

IMS RCD Specification
  • RCD Reusable Competency Definitions
  • Flexible format for different types of competency
    definitions (learning objective, skill
    definition, knowledge statement, etc.)
  • Covers the definition only, not a record of
    competency for a learner
  • Uses LOM to define some of the information
  • Assumes a record of competency can reference the
    definition through an ID
  • Status Public draft, no recent work group
    activity, several requests for reactivation

  • Every one inspected is a proprietary
    self-declared standard
  • The only common data are
  • Identifier that is specific to a particular
    model, vendor or implementation
  • Verbose title or textual description
  • In all examined cases
  • Proprietary identifier can be used in a URI
  • Title or description can be mapped easily into
    IMS RCD draft information model

Requirements for future work
  • Harmonization with HR-XML
  • Where appropriate
  • Noting that HR-XML scope includes more complex
    competency modeling, personal record definition
    issues.
  • Could be simple mapping (as LOM vs DC)
  • Document sources of requirements
  • Document inventory of existing practices
  • Consider IMS draft as base doc
