Purposes of the ELAC
  • To provide parents of English Learners
    opportunities to
  • Participate in the schools needs assessment of
    students, parents, and teachers.
  • Advise the principal and school staff on the
    schools program for English learners.
  • Provide input on the most effective ways to
    ensure regular school attendance.
  • Advise the school on the annual language census
    (R-30 Form).
  • Advise the school site council on the development
    of the Single Plan for Student Achievement.

ELAC Composition
  • English Learner Parent Members
  • The percentage of parents of English Learners in
    the ELAC must be at least equal to the percentage
    of English Learner in the school.
  • Other Committee Members
  • Principal or Designee
  • Teachers of English Learner
  • Instructional Aides
  • Other parents

ELAC Members Duties
  • Follow your schools ELAC bylaws when conducting
    meetings and carrying out other responsibilities.
    (School sites are responsible for creating their
    ELAC bylaws).
  • Advise the principal and school staff of the
    needs of English Learners, including programs,
    instruction and support needs.
  • Advise the school site council on the development
    of the Single Plan for Student Achievement and
    the English Learner budget.
  • Review the R-30 Language Census each spring.
  • Receive information and recommend actions to
    support regular school attendance.

ELAC Members Duties, continued
  • Assist with the development of the School Needs
    Assessment.
  • Elect a representative to the District English
    Learner Advisory Committee (DELAC).
  • Send and receive information to/from DELAC.
  • Send and receive information to/from the School
    Site Council.
  • Participate in training provided by the school
    and the District.

School Responsibilities to the ELAC
  • Hold elections for ELAC parent members.
  • Hold elections for ELAC officers.
  • Provide sufficient ongoing training for elected
    ELAC officers.
  • Facilitate regular ELAC meetings.
  • Ensure that all legally required functions of the
    ELAC are completed each school year.
  • Facilitate correspondence with the DELAC.
  • Facilitate communication between the ELAC and
    other leadership groups, such as the SSC and the
    PTC.
  • Maintain minutes of all ELAC meetings and a
    record of attendance.

School Responsibilities to the ELAC, continued
  • Support ELAC meetings
  • Establishing convenient meeting times.
  • Providing translation of all notices.
  • Providing translation during meetings and
    childcare, if needed.

Roles of ELAC Officers
  • Chairperson
  • Develops agendas with help from the principal.
  • Conducts the ELAC meetings.
  • Follows the duties that are determined in the
    local ELAC bylaws.
  • Vice chairperson
  • Assists the chairperson in conducting the ELAC
    meetings.
  • Conducts ELAC meetings in the absence of the
    chairperson.
  • Follows the duties that are determined by the
    local ELAC bylaws.
  • DELAC Representative
  • Attend DELAC meetings.
  • Serve as liaison between ELAC DELAC.

Reclassification Criteria
  • The purpose of reclassification is to assure that
    English Learners have acquired English listening,
    speaking, reading, and writing skills at the
    level of a native speaker of English.
  • The State Board of Education established the
    following reclassification criteria
  • English Proficiency
  • Basic skills in the English Language Arts part of
    the California Standards Test (CST)
  • Teacher Evaluation and Recommendation
  • Parent Consultation

The principle reclassification criteria
  • English Proficiency based on the CELDT, a
    minimum score of Early Advanced (EA) overall and
    a minimum score of Intermediate (I) on each of
    the subtests listening speaking reading and
    writing.
  • Basic Skills based on the California Standards
    Test in Language Arts, a minimum level of Basic
    (score 300 or above).
  • Teacher recommendation in support of
    reclassification based on teachers knowledge
    of students skills.
  • Parent consultation.

Reclassification Procedures
  • After February 1st of each year
  • ELD teachers at each school site reviews data to
    identify candidates for reclassification.
  • ELD teachers submit reclassification forms to
    classroom teacher for possible recommendations
    for (reclassified fluent English proficient) RFEP
    status.
  • ELD teacher submits completed reclassification
    forms to Consolidated Programs for review.
  • After approval by Consolidated Programs, the
    reclassification forms are sent to
    parent/guardian by U.S. mail. Parent
    consultation is encouraged.
  • A copy of the reclassification form is sent back
    to the students site to be filed in the yellow
    ELD folder.

R-30 Language Census
  • The information includes the following
  • The number of English Learners in the school, by
    grade, by language.
  • The number of Fluent English Proficient students
    in the school by grade, by language.
  • The number of teachers who hold appropriate
    credentials to teach English Learners.
  • The number of teachers who are in training to
    receive credentials to teach English Learners.
  • The number of students reclassified from Limited
    to Fluent English Proficiency.
  • R-30 Information
  • The principals verify the information about their
    teacherscredentials.
  • The information is reported to the California
    Department of Education every year, by April 1st.
