OVOP Background and Objectives

• Background
• Inspired by the success of OVOP movement of OITA
  Prefecture in Japan in 1979
• Very Successful PPP (Public Private Partnership)
  Program of the Nation
• Objectives
• Primary Objective
• Eradication of poverty and economic development
  of local community by the utilization of their
  local and indigenous skills.
• Other Objectives
• Production of local varieties using local skills
  according to the market demand
• Identification and production of the local
  products which have export potential
• Raise economic status of local people to
  eradicate poverty

OVOP Implementation Mechanism

• PPP (Public Private Partnership) Program
• AEC( Agro Enterprise Centre) technical wing of
  the FNCCI ( Federation of Nepalese Chamber of
  Commerce and Industries) is the secretariat for
  the program implementation and monitoring.
• Agri Business Promotion and Statistics Division
  of the Ministry of Agriculture and Cooperatives
  is the main partner on behalf of Nepal Government
• The program is mainly divided into two components
• Production mostly handled by government offices
  with close coordination with farmers and
• Business including export mostly handled by
  FNCCI offices with close coordination with
  traders and business people .

• Different Committees
• Steering Committee Minister, Agriculture and
  Cooperatives is the chairperson of the steering
  committee with other ministry and central office
  representatives being the members
• Program Implementation central committee FNCCI
  president is the chairman of the Program
  implementation committee having members from
  different ministries and other related offices
• District Level Program Implementation
  committeeCo Chaired by district Chairperson of
  FNCCI and DADO with other partners
• Basket Fund
• The amount provided by Government and FNCCI goes
  to this fund
• The Account is jointly handled by joint secretary
  of the ABPSD, MOAC on behalf of Government and ED
  of AEC on behalf of FNCCI
• Basket Fund Sub Committee
• Headed by joint secretary of the ABPSD, MOAC on
  behalf of Government

• Price is about 750 NPr per KG where Carp fish
  price is NPr 200 Rs per KG on average

Problems

• Implemented on a pilot basis no guarantee of the
  sustainability
• Country is in political transition and frequent
  strikes and bandhas are hampering the program
  implementation
• Few products like rainbow trout fish has the
  great scope inside the country
• No Internationally recognizes laboratories for
  WTO SPS measures
• No international market is yet discovered for the
  aforesaid products
