Grounds for the revision
  • the outdated approach of the existing Protocol
  • problems encountered throughout the region in
    implementing the Protocol
  • priorities accorded to certain pollutant
    categories do not coincide with actual problems
    of the Black Sea (e.g. nutrients)
  • the EU accession process made compliance with the
    EU Framework Water Directive a compulsory
    requirement for at least three out of the six
    coastal countries (Bulgaria, Romania and Turkey)
  • need to better incorporate and address the
    negative impacts caused by activities beyond the
    coastal countries

  • The revised LBS Protocol should include not only
    the objectives, but also measures, Best
    Environmental Practice and Best Available
    Techniques
  • The geographical area of the Protocol should be
    expanded
  • It is necessary to develop and implement National
    Programmes of Action (NPAs) for the
    implementation of the Protocol
  • The objectives and modalities in the revised
    Protocol, GPA WP and regional and national SAPs
    should be harmonised

  • When revising the Protocol and preparing the GPA
    WP proper consideration should be given to the
    experience of the Mediterranean Sea
  • As regards WFD, it would be necessary to use its
    principles, not WFD itself
  • The WFD is fully consistent with the GPA approach
    and both processes are mutually supportive
  • It is important to involve other countries, not
    only Black Sea countries, in the process
  • Progressively, as capacity of countries
    increases, targets should get stricter
