Points for brainstorming(How to make TNA more
attractive for investors and efficient for host
countries)
  • Priority of non-Annex I countries (Georgia) is
    economical development
  • The high priorities for Government among claimed
    priority sectors are better studied, managed and
    financed/co-financed by governments. What would
    be more efficient as a selection criteria for TNA
    area better developed areas with good statistic
    or areas which are less studied (but still
    priority Transport), more problematic sector
    where Government has more problem.

Gaps identified in the TNA implementation process
  • Countrys priorities identified in different
    programmes (poverty reduction, etc) less has been
    taken into consideration and focus has been done
    on mitigation potential
  • Only mitigation sector has been considered in TNA
  • Only few criteria have been considered for
    selection of sector for assessment results of
    GHGs inventory, availability of activity data and
    access to local expertise
  • Stakeholder consultations have been limited on
    survey conducted for activity data collection and
    situation analysis
  • Link with national communication has been also
    limited to GHGs inventory sector
  • Concrete next steps (or strategy) have not been
    identified to the end of the process. General
    approach was to find investments for development
    and implementation of proposal identified.

Results
  • 8 proposals are developed (4-energy sector,
    4-industry sector)
  • One proposal is being considered for CDM
    perspective

Measures needed to address the barriers to TT
  • Development of local capacity
  • Increase stakeholder participation (particularly
    local private sector, PPP)
  • Priority in selection criteria should be given to
    the countries development goals and programmes
    (country driven)
  • Clearly identified further steps and ways to
    finance the projects
  • Implemented pilot projects giving good statistic
    and information on the real situation (barriers)
  • Well designed financial part of project.
    Assistance in developing of financial part of
    proposals (most expensive, lack of experts)

What should be the role of the GEF, international
organizations and development banks in TT
  • Financing of TNA should be the prerogative of GEF
    and the results of TNA considered and adopted by
    National Governments should be
  • International organizations should develop
    framework guidance, guidelines, manuals, training
    materials, data base of available technologies,
    assessments of cost-effectiveness and
    disadvantages (which is most important) of
    recommended technologies requiring the particular
    environment and knowledge for adaptation to the
    local circumstances
  • Pilot projects should be financed by development
    banks under the different financial schemes which
    could give information on appropriateness/relevanc
    e of each scheme for a concrete proposal and to
    the countrys investment environment in general.

What should be reported
  • What is the request from donors/technology owners
  • Uniformity in reporting will simplify the needs
    assessment and reporting process (different
    investors have different requirements)
  • National circumstances (financial environment,
    legal issues)
  • Recipient of technology should be clearly
    identified during TNA and the technology
    implementation scheme should be established
  • Brief report on stakeholder process
  • Technology selection criteria/requirements to the
    technology from the perspective of recipients

Conclusion
  • TNA can not be a small part /section of National
    Communications or other studies.
  • TNA should be produced and published as
    stand-alone document.
  • Additional financial support should be allocated
    for conducting the comprehensive assessment of
    Technology Needs
  • TNA should compile and further develop the
    findings of National Communications, CDM capacity
    building and other climate change related
    programmes generating the project ideas and
    identify of new areas and proposals itself.
