JAA transition to EASA
  • Technical work for amending JARs (JAR-26,

Extension of scope
  • EASA Rulemaking
  • OPS Licensing implementing rules (IR)

Extension of Scope
  • The Commission adopted a legislative proposal on
    15 November 2005 COM(2005) 579 final, for the
    extension of the EASA Regulation to air
    operations, pilot licensing and third country
    aircraft, based on the Agency Opinion 3/2004.
  • The Commission proposal is being discussed by the
    European Parliament and the Council.
  • Once the legislative proposal has been adopted,
    the adoption of the implementing rules
    (Comitology) may take between 9 to 12 months
  • Transition periods likely especially for new
    requirements
  • On entry into force of the IRs (Part-OPS), EU-OPS
    will be repealed

Extension to Air Operations
  • Objective is to develop rules for the
    implementation of the extended Basic Regulation
    as regards to air operations. Should encompass
    requirements and related AMC/GM for
  • Operational procedures, aircraft performance,
    equipments, crews training and operational
    requirements, manuals and docs, organizational
    aspects, special operations (ETOPS, AWO, P-RNAV,
    RVSM, etc)
  • For complex and non-complex aircraft involved in
    commercial and non-commercial operations as
    applicable

  • FCL.001 subgroups Transfer of JARs, Non-JAR
    Licences, Medical, Authorities SMS
  • FCL.001 working basis JAR-FCL 1, JAR-FCL 2,

Extension to Flight Crew Licensing
  • Objective is to develop rules for the
    implementation of the extended Basic Regulation
    as regards flight crew licensing. Should
    encompass requirements and related AMC/GM for
  • The licensing, training and medical
    certification of pilots involved in commercial
    and non-commercial activities
  • For pilots of aeroplanes and helicopter (JAR-FCL
    1, 2 and 3, and JAR-STD)
  • For pilots of aircraft not included in JAR-FCL,
    such as balloons, gliders and airships (ICAO
    Annex 1 and existing national regulations).
  • For light aircraft pilots recreational
    pilots (LAPL)

  • Core groups to revise the inputs from the
    subgroups
  • EASA will finalise the draft IR based on the
    input from the groups
  • Other meetings scheduled to revise EASAs draft
    and deal with open issues

Operations, Licensing and Third Countries Aircraft
  • Calendar
  • The pace and the content of the drafting will be
    adapted to the pace and results of the
    legislative process.
  • Objective to publish an NPA immediately after
    adoption of the extension of the scope
  • IRs adopted within the following 12 months (2009)
