  • PROCUREMENT PROCESS
  • Procurement process to follow the requirements
    and timetable of the EU Restricted Procedure and
    City Council Standing Orders.
  • This ensures a robust, competitive and auditable
    process which allows maximum opportunity for
    suppliers to participate and that best practice
    is followed.
  • Enables the City Council to obtain best value for
    the resources used to provide domiciliary care.
  • Contract notice placed in Liverpool Echo,
    Guardian and City Council Procurement web site.
  • Expressions of interest invited from
    organisations wishing to be involved.
  • All respondents sent a Pre Qualification
    Questionnaire (PQQ) to be returned by
  • 8th November 2006.
  • The returned PQQs will be evaluated to determine
    which organisations will receive the full tender
    document. Bidders will be notified by 30th
    November 2006.

  • EVALUATION AND AWARD PROCESS

  • The information submitted will be evaluated on
    the following, weighted criteria
  • General Information 15
  • Financial Standing 35
  • Technical Capability References 50
  • Short listed organisations will receive the
    tender document.
  • Those which are not will be given a full
    opportunity for feedback on the reasons for their
    exclusion.

  • TENDER
  • The full tender document will be issued to the
    short listed companies on 1st December 2006 with
    a final date for return of 19th January 2007.
  • The tenders submitted will be evaluated to
    determine the most economically advantageous
    offers based on the following, weighted
    criteria
  • Cost
  • Proposed Operating Plan
  • Quality Assurance and compatibility with the City
    Councils best value policies

  • The cost will be 50 of the weighting and the 2
    quality criteria will jointly make up the other
    50.
  • The results of the tender evaluation will be
    communicated to bidders by 3rd March 2007.
  • Feedback will be offered to those bidders not
    awarded contracts.
