    on status of oil spill response and data gaps on
    sensitive areas were prepared by nationally
    appointed experts.

    Plan on Co-operation in Cases of Major Oil
    Spills, Baku, 26-30 Nov 2001.
  • Development of a draft protocol concerning
    cooperation in combating pollution in cases of
    Emergency as an annex to the draft framework
    convention for the protection of the
    MarineEnvironment of the Caspian Sea.
  • Development of a draft Caspian Sea Regional Plan
    to provide the practical modalities of regional
    cooperation.

    23-26 April 2002.
  • Accession to the 1992 Civil Liability Convention
    and 1992 Fund Convention could provide
    substantial compensation to state parties
    affected by major oil pollution incidents was
    emphasized.
  • The workshop accepted an MoU as the practical way
    forward to maintain momentum of progress achieved.

    for development of Ecological Sensitivity
    Mapping system of Iranian coastal area.
  • As part of the ESM Project, a dispersant
    workshop was held in Tehran with Mr. Alun Lewis
    (International Consultant on Dispersants) as the
    lecturer.

  • Data Collection on Oil Spill
  • Reporting of oil spills is frequently a sensitive
    issue. There may sometimes be an innate
    reluctance to report incidents, as both
    individuals and organizations can take the view
    that publicizing their mishaps will generate
    adverse impressions.
  • Establishing an efficient communication link
    between regional center, the nationally
    responsible organizations and the oil companies
    is essential but not an easy task.

  • Lessons learnt
  • Increasing the individual and organizational
    "culture" through public awareness by making the
    people to realize "it should be generally
    accepted that everyone can learn from unfortunate
    incidents and hence prevent future occurrences".
  • Well known and clear lines of communications with
    a solution to language barrier for reporting
    incidents is a key element for successful oil
    spill response in the region.
