UJTL/JTA Processes
  • Discussion
  • JS J-7 proposes new process for developing and
    staffing UJTL changes and Joint Task Articles
    (JTAs) using the new UTDT tool, JSAP,
    telecon/VTC, and critical comment resolution at
    the WJTSC
  • JTAs will be incorporated into the UJTL, either
    as data fields or hyperlinks.
  • JTAs require formal staffing via JSAP JFCOM has
    agreed to discontinue the JTRAT process
  • Issue(s)
  • There are over 300 JTAs already developed that
    need to be staffed via JSAP
  • There are technical issues regarding the various
    proposed methodologies for incorporating JTAs
    into the UJTL the JDEIS/UJTL Automation
    contractor will scope the effort(s)
  • Eliminating full UJTL Working Parties will
    require additional electronic (UTDT, JSAP,
    telecon/VTC) staffing and WJTSC forum to resolve
    critical non-concurs
  • Implementing the new process will require
    changes to the JTPG (CJCSI 3500.01)

Joint Training Program Review (JTPR )
  • Discussion (ref 06JS-04)
  • SPG tasked development of recommendations to
    realign and consolidate joint training programs
    and apply resulting efficiencies against new
    mission areas and existing training gaps and
    shortfalls
  • OSD (PR) developed the JTPR concept including a
    centrally managed Defense-Wide fund titled COCOM
    Exercise Engagement Training Transformation
    (CE2T2) with the CE2 piece initially totaling an
    estimated 130M contributing funds include
    JFCOM, JS, and OSD T-2 programs JTPR concept
    briefed through JIPT, SAG, ESG, and approved by
    the DAWG in Sep 06
  • JS J-7 will manage the CE2 piece of the fund
    with OSD oversight and JFCOM support
  • Fund takes effect in FY08
  • Issues
  • Development of business rules (strategy,
    planning, resourcing, execution)
  • Definition of interfaces with existing and
    proposed requirements development/validation
    processes (e.g., JTRAAG, former JTRAP, JTFCB, T2

  • Current process is unsatisfactory in that it may
    not accurately reflect COCOMs true needs for the
    training of USJFCOM forces.
  • Issue(s)
  • Reliance on JMETLs alone is unsatisfactory in
    that they do not provide the level of fidelity
    needed to accurately convey training requirements
    to subordinate forces (e.g. what aspect of the
    task do we want to focus on during time
    constrained training events).
  • COCOM JMETLs focused on ST and SN levels of war,
    USJFCOM training focused on OP and TA levels of
    war

    the Fall WJTSC and report results to CJCS as
    appropriate
  • Issue(s)
  • There is a perceived reluctance among the COCOMs
    to dedicate resources to provide inputs for this
    task
  • COCOMs and subordinate organizations report few
    if any Training problems in DRRS (lt1)
  • TPAs and MTAs are not routinely captured in
    JTIMS (lt2)
  • TPAs are not yet feeding DRRS (crosswalk of
    taxonomy unresolved)
  • JLLIS initial capability does not fully support
    as an input to trend analysis

Master JMETL
  • Issue Development of a Master JMETL with
    baseline conditions and standards.
  • Discussion
  • CJCSI 3500.01C, Joint Training Policy and
    Guidance, requires development of a Master JMETL
    as follows
  • COCOM/CSA requirements
  • Provide JMETLs for training by headquarters
    staffs, JTF headquarters staffs, functional
    components, and allocated and apportioned forces
    to the Commander, USJFCOM. Address joint and
    interoperability tasks for Service components,
    CSAs, and National Guard Bureau (NGB) (tactical
    level in UJTL 5.0) deemed necessary to complete
    assigned missions in Tab H of JTP. (ENCL D
    2.b.(4) )
  • Provide J/AMETL to USJFCOM for their
    determination of common tasks for apportioned
    forces. Review and assess readiness and
    inspection reports, provided by USJFCOM, on
    apportioned forces to determine gaps and
    deficiencies to focus the planning of events in
    the next command or agency JTP. (ENCL D 2.b.(11))
  • Annually provide USJFCOM with commended
    training requirements by 30 March for
    USJFCOM-assigned forces. The submitted
    requirements should consist of a short statement
    of a specific and actionable training requirement
    (similar in fidelity to a training objective),
    based on a warfighting gap or seam, that can be
    mitigated through training. Each short statement
    should be linked to a relevant Universal Joint
    Task. (ENCL D 2.b.(18) )
  • - JFCOM will Annually collect all COCOM JMETs,
    including tasks for allocated and apportioned
    forces. Develops a master JMETL with baseline
    conditions and standards validated by CJCS.
    Directs the training of assigned forces to the
    master JMETL IAW reference i. (ENCL D 2.c.(4) )
  • Impact Lack of appropriate/current joint
    training requirements to focus efforts in Service
    component training
  • Status USJFCOM JTP Tab H supports this
    requirement, but does not adequately scope/focus
    the requirements effectively. COCOM/CSA J/AMETLs
    are available in DRRS, but a process for further
    collaborative analysis of consolidated
    requirements is necessary to focus JFCOM Service
    component training.
  • Recommendation JS J-7 work with JFCOM and other
    COCOMs to resolve way forward.
