Background
  • Recent WRCs (WRC-95, WRC-97, WRC-2000) developed
    various regulatory and technical provisions for
    application to non-GSO FSS and BSS systems in
    certain frequency bands (above 10 GHz)

  • WRC-2000 also proposed to consider relevant
    aspects of Highly Elliptical Orbit (HEO) based
    non-GSO systems at WRC-03

Agenda Item 1.19 (1)
  • To consider regulatory provisions to avoid
    misapplication of the non-GSO FSS single-entry
    limits in Article S22 based on the results of
    ITU-R studies carried out in accordance with
    Resolution 135 (WRC-2000).

Agenda Item 1.19 - Background
  • Following European proposals, WRC-97 established
    power limits on non-geostationary satellite FSS
    systems in 7 GHz of spectrum
  • To provide clear protection to geostationary
    satellite systems
  • To provide a clear regulatory framework for
    non-GSO systems by quantifying No. S22.2
  • WRC-2000 reviewed the levels of these limits,
    confirmed the approach taken, with
  • Validation limits (to be met on each point of the
    Earth, for any direction towards the GSO,
    verified by the ITU )
  • Operational limits (to be met into any
    operational GSO earth station antenna, not
    verified by the ITU, but committed to by the
    non-GSO administration)

  • Possible need to avoid misapplication of the
    regulatory provisions by splitting/combining
    non-GSO systems
  • ITU-R studies have shown that this is not a new
    situation, hence, no specific provision is
    required. The issue raised by Resolution 135
    (WRC-2000) is not new or specific to certain
    non-GSO FSS systems. No difficulties have been
    experienced so far with similar limits which
    could be similarly misapplied. 
  • Europe supports the limits included in Tables
    22-1A, 22-1B, 22-1C, 22-1D, 22-2 and 22-3 of
    Article 22, and considers that no further action
    is necessary on this issue.
  • Europe proposes to suppress Resolution 135 at
    WRC-03.

    dealing with sharing between non-GSO and GSO
    systems.

    procedures in case the operational limits are
    exceeded.
  • ITU-R studies current or updated procedure
    under Article S15 (Procedure in case of harmful
    interference)
  • Various ITU-R Recommendations developed for this
    purpose.
  • Europe preliminary position is that no further
    action is needed at WRC-03 and Resolution 78 can
    be suppressed at WRC-03.

  • Resolution 136 (WRC-2000) Achieving balanced
    sharing arrangements between GSO and non-GSO FSS
    systems at 37.5-50.2 GHz.
  • ITU-R studies ongoing.
  • European view is to preserve long-term access to
    this spectrum by GSO networks
  • European preliminary position update Resolution
    136 at WRC-03 to enable further studies and to
    address this issue at future WRC, based on
    outcome of studies.

  • Very wide scope, potentially covers all satellite
    services and all bands allocated to them.

  • HEOs should continue to be considered as having
    the same regulatory standing as other non-GSO
    systems
  • Various bands that may be used by HEO systems
    should be covered, with particular attention to
    the protection of relevant terrestrial services

  • European preliminary position in various bands in
    relation to HEO / Terrestrial sharing
  • In bands shared between HEO FSS and FS,
    3.4-4.2 GHz, 10.7-12.75 GHz and 17.7-19.7 GHz,
    support the modification of Article 21 to
    include, on a provisional basis, new pfd limits
    to be applied to HEO satellites and to be further
    confirmed by WRC-07.
  • For the 37.5-42.5 GHz, propose further study if
    the Article 21 pfd limits for NGSO systems (see
    the ECP on agenda item 1.32) could also be
    applied to HEO satellites.
  • In some BSS and BSS(S) bands below 3 GHz, further
    consider appropriate means to protect
    terrestrial services required before specific
    ECPs for WRC-03 developed.
