Science Engineering Knowledge Pool
  • We have had a steady trend downward in the
number of Americans enrolling and graduating in
the Sciences and Engineering subjects. We must
reverse this trend if we are to retain our
technology lead, no matter what our investment
strategy. Our purpose is to reach out to science
and engineering students. Our talent pool must
    increase. It cannot decline
  • Honorable Michael W. Wynne,
  • Under Secretary of Defense
  • Acquisition Technology and Logistics
  • (Acting)

13
  • In the physical sciences and engineering,
roughly 50 percent of U.S. Ph.D.s now go to
    foreign students.
  • AAAS Science and Technology Policy Yearbook 2002
  • In 2000, The United States Imported 90,000
    Engineers and Computer Scientists, while
graduating 65,000 engineers and 15,000 computer
    scientists. EE Times

14
DoD HBCU/MI Reporting Process
  • Reporting Needs
  • Adjusted reporting cycles to match timeline of
    information output
  • Measure of Return on Investment from DoD funds
  • Demonstrated relevancy to SECDEF goals

15
DoD HBCU/MI Reporting Process
  • Reporting Problems
  • Unrealistic timeline reporting cycles
  • Lack of thorough analysis on statistics
  • Lack of concrete metrics

16
HBCU/MI Reporting System Changes
  • HBCU/MI reporting system will be under GSA
