Proposal
  • To create one comprehensive, electronically
    accessible manual the Universal Joint Task List
    (UJTL) that will contain both traditionally
    formatted Universal Joint Tasks (UJT) and, where
    applicable, UJT that adopt the Joint Task Article
    (JTA) format.

Proposed CONOPS
  • J7, USJFCOM continues developing JTA as required
  • For the Initial 328 JTA that have already been
    developed
  • USJFCOM JTA Lead will submit the initial 328 JTA
    to the JS J-7 to be hung on the JDEIS Website
    under JTA for Migration into the UJTL
  • JS J-7 tasks the UJTL Development Community with
    reviewing these document and providing any
    recommended changes to the JS J-7.
  • JS J-7 submits comprehensive list of changes to
    the USJFCOM JTA Lead for action.
  • USJFCOM JTA Lead submits finalized JTA to JS J-7
    for final staffing and approval by the DJS for
    inclusion into the UJTL

Proposed CONOPS
  • For Subsequent JTA that have an associated UJT
  • USJFCOM JTA Lead will submit the developed JTA to
    the USJFCOM UJTL Coordinator as a Candidate UJT
    for submission to the JS J-7
  • JS J-7 will deliver the developed JTA to the
    designated OPR and SML for coordination, review,
    and timely completion
  • JS J-7 will receive the completed JTA from the
    OPR/SML and process the JTA for submission into
    the UJTL and final approval IAW the procedures in
    CJCSM 3500.04D and CJCSI 5711.01B

Proposed CONOPS cont.
  • No Future Joint Training Requirements Analysis
    Team (JTRAT) working groups
  • All Changes/Actions to UJTL Handled by the UTDT.
    Any critical non-concurs to be discussed at the
    bi-annual WJTSC. Final Coordination and
    concurrence handled through the JSAP process

USJFCOM Role/Responsibilities
  • Continue Developing JTA as required
  • Provide a UJTL Coordinator charged with the
    administration of the UJTL process and management
    of the UJTL Task Development Tool (UTDT)
  • Assign UJTL task hierarchy placement and conduct
    a Front-End analysis on newly submitted candidate
    tasks.
  • Coordinate with COCOMs, CSAs, Services, and
    designated SMEs on developing candidate tasks,
    and receiving and administrating routine changes
    to the UJTL
  • Receive Urgent changes from Operational Points of
    Contact (OPOC) and coordinate these changes
  • Coordinate/communicate with the JS J-7 on the
    final staffing and approval process

Joint Staff J-7 Role/Responsibilities
  • Assign and promulgate an Office of Primary
    Responsibility (OPR) and Subject Matter Lead
    (SML) for all established UJTs and candidate
    UJTs, to facilitate the assignment of Subject
    Matter Experts (SME) to aid in the development
    process.
  • Monitor the development process and provide
    assistance to USJFCOM, as required, to facilitate
    timely completion.
  • Receive routine and urgent UJTL change actions
    from the USJFCOM UJTL Coordinator and process
    them for Staffing and final approval IAW the
    procedures outlined in the CJCSM 3500.04D and the
    CJCSI 5711.01B
  • Coordinate/Communicate with USJFCOM UJTL
    Coordinator during the staffing and approval
    process in order to provide timely information on
    approval status to COCOM, Services, CSA and OPOC.
