    improvement.

Standard 16 Program Improvement
  • 705 KAR 4231. General Program Standards for
    Secondary Career and Technical Programs
  • Section 15.1. A career and technical program
    shall meet the performance indicators of the Carl
    Perkins Act of 1998 which include
  • State established academic and vocational
    technical skill achievement
  • Attainment of a secondary diploma
  • Placement in postsecondary education or
    employment
  • Nontraditional training and employment and
  • Issuance of a certificate of completion.
  • 2. The performance indicators shall be used to
    determine the effectiveness of the program and
    shall include annual follow-up data as well as
    annual enrollment reports.
  • 3. An audit of the utilization of federal and
    state funds shall be conducted by the KDE or OCTE
    to assure eligibility.

  • 780 KAR 4010 General Standards
  • Section 8. Assessment of the vocational-technical
    education programs shall be conducted in
    accordance with requirements and instruments
    approved by the Office of Career and Technical
    Education (OCTE). The Commissioner for the OCTE
    shall designate the records and reports to be
    kept by local educational agencies operating
    approved vocational-technical education programs.
    Staff from the OCTE or the KDE shall make
    periodic evaluation visits for program
    improvement purposes.

General Program Assessment Guidelines
  • All documentation should be dated and reflect the
    current evaluation period.
  • Documentation for all standards should be
    included in the program documentation not in
    the principals, counselors or advisors
    offices.
  • When a lengthy document is presented, mark the
    page(s) specific to the assessed program.
  • Two dated samples should be provided for such
    items as writing pieces, open response, student
    safety tests, and student evaluations of the
    course.

  • All documentation must relate to the program to
    receive credit for the standard.
  • Identify the program teacher and/or student(s) in
    the documentation.
  • The program website provides detailed
    instructions and examples for all standards.
  • Items marked with an asterisk () do not require
    documentation.

  • Include only documents that are relevant to the
    standard.
  • Purge all documents outside the assessment
    period.
  • Read the instructions below the standard in the
    17-stanard document.
  • Refer to the program assessment website for
    detailed instructions, resources and examples for
    all standards.

  • When the program at one location has multiple
    teachers, prepare only one set of documentation
    for the program. Programs housed at satellite
    locations are considered separate programs. The
    documentation of the following standards is
    required for all teachers
  • 01 Lesson schedule, master schedule and syllabi
  • 02 Portfolios, open response, integration
    lesson and unit plan
  • 04A Student recognition in the classroom/lab
  • 07 Inclusion of all rooms
  • 08 Inclusion of all rooms, safety tests and
    signatures of policies
  • 11B Parental involvement
  • 13 Teacher industry certifications
  • 15 Professional growth records and professional
    growth plans
  • 16 Student evaluations and enrollments
