3Why Maritime Research?
- Importance of the maritime sector for the
economic - development
- Need for competitiveness
- Sustainable use of marine resources
- Research, innovation technology are
the way to manage the resources in a
sustainable manner. -
- Maritime research is not a specific theme in FP7
- Due to its importance it will be a horizontal
issue - All 9 themes of FP7 should have a maritime
dimension
4Maritime Research Lisbon process
Overall Lisbon goal to stimulate economic growth
while creating more and better jobs E.g. via
the establishment of regional RTD
capacity Develop better linkage between maritime
regions trans-nationally and at EU level AMRIE
via its APRI (AMRIE Policy Research Institute)
and the MAREDFlow project is attempting to
mobilise its own members in this respect.
5What are the main obstacles?
- Lack of adequate data
- Missing knowledge
- Differing methods in data collection
- Missing data interoperability comparability
- Different conditions in the European seas and
coastal areas - Hydrology, Geology, Biology
- Legal and political structures
- Economic development and Culture
-
6Data collection and compatibility
- Data collection and compatibility is always
problematic for researchers in every field - It would be useful to establish at EU level
- Adequate maritime data collection mechanisms
- Comprehensive set of databases (with good
cross-sectional - and time series consistency)
- Open access to researchers in various fields
- Such a data repository and network could be
established in the context of a Network of
Excellence, linking national and European centres
working in this area.
7Different conditions
- Differing impact of marine and maritime policy
on the - regional sea areas.
- Research is often based on research in one
region, e.g. N.W. - Europe
- Derived policies and legislation are not
applicable to all of - Europes regional seas
-
- Differences need to be reflected in the calls
-
- Need of adequate funding
8Need for Research Coastal Zone Management
Conflicts because of great density and diversity
of sea-based activities Need for an integrated
approach Isolated actions of EU member states
would be less efficient Great benefits from a
coherent allocation of space and better
environmental protection Spatial marine planning
9Need for Research Climate Change
The role of oceans in climate dynamics is highly
relevant Climate change is a very complex issue
Multidisciplinary research is required (apart
from climatology) Inclusion of statistical,
biological, geological, oceanographic, and
economic research approaches Need to define
indicators Less fashionable hypotheses
relating to global warming and associated
mathematical techniques of analysis should be
considered for research funding.
10Need for Research Water Framework Directive (WFD)
Need to define the ecological status Need to
define the methodology and monitoring tools to
measure the quality of coastal waters Need for
a socio-economic cost benefit analyses
to consider industrial and commercial activities
taking place
