2Program Objective
- Develop and validate a procurable improved
personal protection system for the U. S. Coast
Guard and Law Enforcement/First Responders,
within 15 months. - Define a PPE development process that will
address current problems with PPE procurement by
DHS components, law enforcement and first
responders. - Effort is sponsored by TechSolutions, DHS ST

- Improve LE user survivability.
- Improve LE user operational performance by
- Reducing operational burden caused by PPE.
- Enhancing PPE component interoperability.
- Expanding PPE effectiveness against multiple
threats. - Address shortcomings in sustainment training.
4Common Current PPE Problems
- Buyer lacks of knowledge or understanding of
emerging PPE technologies products. - PPE is primarily procured as commercial off the
shelf and is rarely tailored towards LE missions. - Testing to validate operational performance is
rarely performed prior to purchase. - Interoperability of PPE is rarely considered as
part of the purchase decision. - No sustainment process for maintenance, repair or
replacement of PPE exists.
5APPS Program Approach
- Leverage DoD investment in PPE development.
- Involve users to establish a formal PPE
requirements definition validation process. - Focus on product improvement of COTS GOTS PPE
to reduce technical risk and cost. - Include technical and operational test
evaluation in the development process.
6Financial Considerations
- Program requires user participation but does not
require any user financial investment. - Maximize leveraging of DoD PPE investment to
minimize RD cost and technical risk. - No RD contracts means all RD costs are the
responsibility of vendors. - No production contracts means there is no
Government commitment to procure. - Use multiple sourcing of PPE to maximize
competition to minimize cost.
7Other APPS Considerations
- Provide New Equipment Training (NET) using DVD or
online resources. - Define a commercial sustainment process to
maintain, repair and replace PPE.
8What Does Not Change
- Future PPE will be procured using current
procurement processes. - Procurement of PPE will be funded using existing
funding sources. - QA of COTS items will remain vendor
responsibility.
