Federal Funding Accountability and Transparency
Act (FFATA)

• This Act relates to grants, sub-awards, or
  contracts in amounts greater than 25,000 NOAA
  is extracting information from applications and
  requests that recipients maintain Central
  Contractor and Dun and Bradstreet registrations.
• Name
• The location of the entity and place of
  performance
• Amount of contract or sub-award
• DUNS number or the DUNS number of parent
  organization, if applicable

  released unless required by the Freedom of

Equipment Considerations

• Equipment disposition may take up to 120 days to
  complete
• Equipment with a fair market value of 5,000 or
  more must follow disposition procedures
• Recipients must take and maintain a bi-annual
  inventory of equipment
• An equipment inventory may be included in the
  final progress report

Equipment Inventories Typically Include

• Items purchased
• Acquisition date
• Acquisition cost
• Serial number

• Current appraised value
• Current location / title holder
• Use
• Intended final disposition

Grant Processing Timelines Associated with Common
Grant Requests

• 30 days to complete the following actions
• Reprogram or re-budget request
• Greater than 10 percent of existing object class
  category or greater than 100,000
• Change in principle investigator
• No cost extension
• Foreign travel
• Canada and Mexico are exempt

Amendments
Amendments are generated for the following
award action requests

• No cost extensions
• Funding increases
• Must be accepted by the recipients authorized
  representative unless authority has been
  delegated to Principal Investigators

• NOAA is operating under a continuing resolution
  through March 6, 2009
• FY09 and FY10 project budgets should be adjusted
  to match year one amounts
