    Development Process
  • IMTR contributes to the DOD Military Health
    System (MHS) information architecture by
    implementing the vision to provide a central link
    between business and clinical processes and
    activities through enterprise-wide business rules
    and a single common information repository for
    all DoD patients, providers, and managers. IMTR
    standardizes products and services to achieve
    cost reductions, performance gains, and resource
    optimization. CTA manages the functional and
    technical requirements within the MHS core
    business processes. This includes the collection,
    refinement, and integration of functional issues
    and how they relate to the operational
    architecture and its data dictionaries. The
    result is a requirements repository that
    coordinates the functional aspects of an
    application to the data and data structures
    within the system which provide a usable decision
    making mechanism to help direct the organization
    to achieve its objectives.
  • IMTR is made up of two organizations
    Information Management (IM) and Information
    Technology (IT). CTA has been responsible for
    the modification and implementation of the IM
    Requirements Development Process (RDP), to
    include the development and delivery of a
    comprehensive training program.
  • The Information Management Requirements
    Development Process provides consistent,
    repeatable processes for the IM staff to utilize
    while eliciting, and developing AIS functional
    requirements. The use of a standardized process
    for user requirements is necessary to achieve
    level 3 of the Software Engineering Institutes
    Software Acquisition Capability Maturity Model.
    CTA has developed and documented step by step
    procedures for the information managers and
    analysts to use while working through the five
    phases of the RDP which assists them to follow a
    standard process from beginning to end.

  • The IM RDP provides the mechanisms to define
    functional requirements for centrall developed
    and managed Automated Information Systems (AISs)
    and to allocate the financial resources to
    implement thoroughly vetted requirements through
    the development of the an MHS capital investment
    portfolio. The IM RDP is consists of five phases

  • CTA utilizes the Dynamic Object Oriented
    Requirements System (DOORS) as the MHS repository
    tool of choice. The CTA employees are expert
    administrators and users of this database, which
    allows for real-time updates and transparent
    maintenance. We are expanding use of the DOORS
    Change Proposal System to allow the information
    management analysts to more easily update their
    requirement data.
  • Throughout the RDP performance measurement and
    configuration management occurs. Metrics have
    been established to monitor Submissions
    Processing, Status Feedback, and overall Process
    Quality. Status codes which correspond to each
    step of the RDP are used to track submissions and
    measure the time required along the way. Metrics
    by business process area and current status allow
    the information managers to monitor the progress
    of a submission and conduct workforce planning.
  • Requirements (Functional, Technical, System and
    Design) and associated documentation are
    baselined and maintained under formal change
    control throughout the system development life
    cycle. Traceability from user elicited
    requirements through formal acceptance test is
    fully maintained. The DOORS repository allows
    links from the initial submission, to the
    portfolio management, and then to the functional
    requirement module. Once baselined, these
    requirements are transitioned and linked to the
    corresponding IT solution, and test data.
  • Training of the RDP is conducted by CTA personnel
    as required by IMTR. A training plan, syllabus,
    training course materials, and training program
    management software have been developed and
    utilized to manage the Program. This training
    consists of seven lessons which cover all phases
    of the RDP, to include requirements elicitation
    and development, user scenarios, business process
    models, concepts of operations, portfolio
    management and the budget process, and
    operational architecture.
  • The RDP and its implementation are undergoing
    Continuous Process Improvement. Revisions are
    published every six months. Training is updated
    accordingly, and redeveloped to ensure
    organizational awareness and understanding.
