Title: Development of the Innovative Database System for Adding Innovation Capacity of Labour Force and Ent

1
Development of the Innovative Database System for
Adding Innovation Capacity of Labour Force and
Entrepreneurs (of the Metal Engineering,
Machinery and Apparatus Sector)
  • Number of project
  • Starting year 2003
  • Coordinator Jüri Riives, jyri_at_eestitalleks.ee
  • Partners
  • Tallinn City Enterprise Board, project
    promoter Federation of Estonian Engineering
    Industries, coordinator
  • Tallinn Technical University, Estonia
  • Stockholm Royal Institute of Technology, Sweden
  • Turku Adult Vocational Training Centre, Finland
  • Budapest University of Technology and Economics,
    Hungary
  • IAL Piemonte (training centre), Italy

2
Rationale of project why application?
  • Productivity is one of the most important
    characteristics for competitiveness.

3
Objectives of the project
  • The main goal of the project is to introduce a
new tool to ensure qualified labour force for
enterprises in the machinery, metal engineering
and apparatus sector in terms of local and
European needs. The primary objective is to
    increase the responsiveness of education
institutions to business demands and to improve
the access of vocational and higher educated
    specialists into labour market.
  • System is created to
  • Provide information from industrial enterprises
to vocational and educational institutions about
enterprises need for education and working labour
    in the future
  • Provide information to the industrial enterprises
and general public about courses and study
    programs vocational and educational institutions
    have
  • Provide information from Certification Authority
    about certification exams
  • Give a tool for administration the courses and
study programs to vocational and education
    institutions
  • Give a tool for evaluation the skill levels of
    industrial enterprises labour work
  • Give a tool to Certification Authority to
    administrate the certification exams.

What does INNOMET give?
6
Beneficiaries
  • Functionality
  • INNOMET Prototype System (IPS) provides
functionality both for authorized and also public
    (unauthorized) users.
  • Public (unauthorized) functionality allows
listing and searching a courses, study programs
and certification exams and also looking the
needed labour force estimation in the market.
  • Authorized functionality is available through the
passwords by user roles. INNOMET prototype system
    supports four (4) user roles
  • Educational user. Users from vocational and/or
educational institutions. Users may manage study
programs administrate and search courses search
certification exams work with reports describing
    industrial enterprises educational needs.
  • Certification Authority user. Users from
Certification Authority. Users may manage and
    search certification exams search courses.
  • Company user. Users from industrial enterprises.
Users may search courses and certification
exams administrate (create, modify, delete and
    print) questionnaires and inquiries for
evaluation personnel skill levels work with
    reports visualizing enterprise personnel skill
levels administrate estimations of labour force
    needs.
  • Administrator has access to all functionality
mentioned earlier, plus administrator may manage
    organizations users skills professions
package settings and look package usage sessions
and logs. Andministrator has extra opportunity to
change the user role to overview easily other
    user-roles screens and functionalities available.
  • IPS is available in English, Italian, Hungarian,
    Swedish, Finnish, and Estonian

  • Forest Engineering
  • Concept ideas are general and have been accepted
already in all partner countries, but in next
stage enlargement has been planned (Latvia,
    Portugal)
