• The official policy of North Korea when it comes
  to nuclear weapons is that they want them as a
  deterrent for other countries that are hostile to
  them.
• Also they want nuclear weapons for national
  defense.
• The exact policy has not been released.

• They are against test ban treaties and
  disarmament.
• Obvious because they withdrew from the
  Non-proliferation Treaty.
• Continued with its weapons program even when most
  countries had halted their programs.
