1. Overview on Climate change - Green Jobs

• According to the ILOs Green Jobs Report
  (2008), efforts to tackle climate change (CC)
  could create millions of new green jobs.

• Green jobs are generated/created by

• Protecting ecosystems and biodiversity

• Reducing energy, materials, and water
  consumption
• through high efficiency strategies

• De-carbonizing the economy

• Minimizing or altogether avoid generation of all
  forms of waste and pollution.

2. Responses to climate change in Viet Nam
nationally.

• The National Target Program to Respond to
  Climate Change (NTP-RCC) was set up in Dec. 2008
  to determine consequences and establish national
  priorities.

• The main objectives of NTP-RCC are

• To identify and assess the intensity of CC and
  develop
• scenarios of responses

• To promote scientific and technological
  activities

• To enhance public awareness, participation, and
  HR

• To promote international cooperation

• To integrate CC issues into development
  strategies,
• programs, and plans

• The NTP-RCC outlines set of tasks, including

• Assessment of climate change impacts on Vietnam

• Identification of responses

• Development of a scientific program on climate
  change

• Institutional strengthening

  ministries, sectors, and localities.

  Forecast Information with functioning as Data
  Integration Centre on LM. The main tasks are

• Doing research on labor
• market related issues

• LM Information system management, including

• Providing job consultancy, consultancy on
  vocational training, and policies related to
  industry relation that stipulated in the Labour
  Code.

• Doing job placement, supplying and recruiting
  labourers to meet the employers demand.

• Collecting, analyzing and providing the labor
  market information

• Organizing vocational training in accordance
  with the law stipulation.

• Implementing the unemployment insurance.

• Performing the other tasks in accordance with
  the law stipulation.

In conclusion

• Having found the important of green jobs created
  to respond to climate change, PES system in Viet
  Nam has contributed its effort by doing and
  implementing its research on this matter.

• To make the whole system effective in green
  employment, Viet Nams PES keep continuous to

• accelerate the setting up national data on
  labour market which covers both demand and supply
  sides, including green jobs

• improving the capacity of the whole system and
  its staff by strengthening the investment in
  facilities and organizing various training
  courses

• strengthen international cooperation,
  particularly within the WAPES members.
