  • Fact - If you are injured in a traffic accident
    in which you are the driver, and you have a BAC
    of .05 or higher, the subsequent safety
    investigation will find you NOT IN THE LINE OF
    DUTY. The U.S. Government will not pay your
    medical bills!!!
  • Fact - If you are apprehended by the German
    Police for driving under the influence, you will
    be liable to pay the German fines and you will
    also be charged by the Military Police

Crime Statistics and Facts
  • 87 of soldiers involved in incidents in local
    bars are alcohol impaired to the point of being
    legally drunk.
  • 56 of incidents involving soldiers being under
    the influence of alcohol result in an assault in
    which the soldier requires medical treatment.
  • 6 of soldiers injured in bar fights are a result
    of being in the wrong place at the wrong time.
  • 62 of the people who use violence have criminal
    records and a history of using violence to solve
    their problems.
  • 90 of all incidents occur between 2330 and 0230
    hours.
  • 75 of assaults in bars involve greater levels of
    violence with more severe injuries

Off Limits Establishments
  • Currently the only off limits establishment is
    the VAMOS Club, located in Bamberg.
  • Failure to comply with this order may result in
    Non-Judicial Punishment for failure to obey an
    order or regulation.

  • Remember by German Law, the Police do not need
    probable cause to initiate a traffic stop! If
    you are suspected of driving while intoxicated,
    they may use force to obtain a blood sample!
  • Seatbelts
  • All occupants must wear a safety belt
  • Children under the age of 12 or under 59 inches
    tall must use a child/vehicle booster seat with
    vehicles safety belt
  • Toddlers and infants must be placed in a properly
    fitted safety seat which will be secured to the
    vehicles safety belt
  • First Offense - Mandatory loss of license for 1
    week
  • Second Offense - Mandatory loss of license for 1
    month
  • Third Offense - Mandatory loss of license for 6
    months
  • Remember, you are liable for fines assessed to
    you by host nation police

Other Traffic Regulations
  • IAW UR 190-1 (4-5), a POV driver must stop when
    students are getting on or off school buses on U.
    S Forces-controlled property, regardless of
    whether the POV is following or approaching the
    school bus.
  • IAW UR 190-1 (2-1a), military and civilian
    personnel (including family members) must obtain
    a USAREUR POV drivers license before operating
    any vehicle (excluding Government vehicles) in
    Europe, especially USAREUR plated vehicles.
  • If an accident occurs on post, POV and
    military/Govt vehicle drivers must immediately
    notify the Military Police.
  • If an accident occurs off post, POV and
    military/Govt vehicle drivers must immediately
    notify German Police (drivers then have an
    additional 72 hours to report the accident to the
    Military Police).

  • Speeding Tickets can cost you up to 850 DM
  • Failure to Stop at a Stop Sign can cost you 250
    DM
  • Failure to Stop at a Traffic Light can cost you
    up to 400 DM
  • Failure to wear a Restraint Device can cost you
    60 DM
  • Military Traffic Tickets
  • Points are assessed by the unit Commander
  • Drivers accumulating a total of 12 points in 12
    months or 18 points in 24 months will have their
    driving privileges suspended.
  • Its a violation of German law and Community
    Policy to play loud music from a vehicle.

Bicycle Safety
  • Bicycles are a primary mode of transportation for
    German Nationals, due to the high cost of fuel,
    insurance, and in obtaining a drivers license.
  • With many bicycles around, the theft rate is
    high. Secure your bicycle with a quality locking
    device to a solid object.
  • Register your bicycle with the Military Police as
    soon as you get it. Failure to register means no
    possibility for reimbursement if it is stolen!

Bicycle Safety
  • Bicycle helmets are mandatory on post, however,
    if you are involved in a accident off post and
    you are not wearing an approved helmet, you may
    be found NOT IN THE LINE OF DUTY and be
    required to pay for all related medical expenses.
  • Bicycles must be equipped with a headlight,
    taillight, horn or bell, and reflectors on the
    front and rear of the bicycle.
  • Bicyclists must obey German traffic laws and are
    liable for fines issued for traffic violations.
    Riding a bicycle under the influence of alcohol
    is a criminal offense which can lead to the loss
    of your drivers license.

Theft Prevention Tips
  • Home and Barracks
  • Permanently mark all your property for ID,
    especially high value items.
  • Keep all receipts and bills of sale to prove
    ownership of your property.
  • Keep your stairwell door and the door to your
    residence locked at all times, even if you are
    gone for a short time.
  • Know that your storage area provides minimal
    security and is designed to keep an honest
    person, honest.
  • Auto
  • Do not leave high valued items in plain
    viewstore in the trunk or in your quarters
  • Lock your vehicle at all times to prevent
    theftroll up windows and close sunroofs

  • Be courteous to host nation police.

  • Reported verbal altercations are placed in the
    Military Police Journal, then referred to Social
    Work Services and the Chain of Command.
  • Physical altercations are placed in the Military
    Police Blotter, then referred to Military Police
    Investigations, Social Work Services, the Chain
    of Command, and the Community Case Review
    Committee. The CRC includes the USAG Bamberg
    Commander. Besides breaking up your family and
    ruining your career, domestic violence and/or
    child abuse gives you a Federal Criminal Record!!!

  • If you are stopped by the Military Police, we ask
    your assistance in complying with all requests
  • If you have any complaints they may be addressed
    to the Operations Section or MP Desk Sergeant
    afterwards.
  • The Military Police would like all community
    members to report suspicious or criminal activity
    as soon as possible, to the MP Desk Sergeant.
