IXPs choose high concentrated transmission volume
areas
Domestic IXPs and neighborhood IXPs agree to free
Peering connection.

• The difficulty is 100 cost must be covered when
  international canal transitions are taken. This
  make IXPs in poor areas loss.

ISPs should apply VPN technology and collect data
information through internal cache system to
attract connecting services
ISPs should synchronize standards and
infrastructure with IXPs and use backup through
multi home performance
