Charge to Work Group
  • Develop an Executive Decision Memorandum (EDM)
    for the Finance Committee to present to the NLB.
  • EDM should contain at least two options.
  • EDM should also be consistent with the VHAs
    mission, vision, values, goals, and objectives as
    articulated by the Under Secretary for Health
    (USH) the Chief Research and Development
    Officer (CRADO)

  • Is the current amount correct or sufficient?
  • Eliminates Medical Care ability to fund Research
    support at VACO level.
  • Eliminates VISN / Facility Directors ability to
    support Research
  • Providing additional support / resources to
    Research becomes a violation of appropriation
    law
  • Changes the relationship between Clinical Care
    Research
  • Changes from Informal to Formal
  • Uncertain consequences for very large very
    small Research programs
