  • Per ESB tasker 18-01, CMC(SD) conducted a TSS
    survey to assess the effectiveness of the TSSs
    currently deployed with field commanders
  • The survey measured the current performance of
    the TSS Community

  • Majority of commanders satisfied with TSS Program
  • Experienced positive results with TSS personnel
    assigned during deployments and exercises
  • Survey supports effectiveness of TSSs
  • TSS personnel need to be more involved in the
    planning phase of any movement

  • Current regulations do not allow civilians on

Conclusions/Recommendations
  • Commanders indicate that the TSS program has the
    potential to greatly enhance safety
  • Recommend that installations and tenant
    organizations establish MOUs for habitual
    relationships and tactical control when required.
  • Place TSSs both ADCON/OPCON to the MEF
  • TSS personnel should be OPCON to the operating
    forces down to the Regiment/Marine Air Group
    (MAG) level
  • Better personnel management
  • Improved specific training applicable to the
    Garrison while CONUS
  • Better selection of personnel to meet Commanders
    specific needs
  • Change current regulations to allow civilians on
    operating force T/Os, and add military and
    civilian billets to MEF T/O

  • Comments received from the fleet have been
    incorporated into the draft order, currently in
    chop chain for ACMC signature
  • ESB member Safety Managers have recommended that
    the title Tactical Safety Specialist (TSS) be
    converted to Safety Specialist or Operational
    Safety Specialist
  • Other recommendations include Force Preservation
    Specialist and Warrior Preservation Specialist
    to effect perception and cultural change (Relieve
    the stigma attached to the word safety)
