    delays in the National Airspace System

  • Air traffic volume will return to pre-9/11
    levels. Many airports are already there.
  • GAO Report to Congress Aviation experts believe
    that addressing capacity issues must be brought
    back to the forefront to prevent costly flight
    delays and their negative effect on the U.S.
    economy (January 2003)
  • Many capacity initiatives require years to
    implement.
