APO/FPO Absentee Ballot Express-Overview
  • USPS and MPS combining efforts to expedite the
    delivery of absentee ballots. (Sept 20-October
    8)
  • USPS will pickup APO/FPO ballots from local
    election offices
  • USPS will expedite the ballots from PDCs to the
    ISCs
  • ISCs will sort and dispatch the mail and identify
    the letter trays with special tape

Prograde Express Mail Units / MPOs
  • Sort bundles/trays of APO/FPO ballots into
    respective ISC pouches
  • Dispatch via Express Mail network
  • Priority handling at overseas MPOs
  • Delivered to addressees by normal First-Class
    Mail process

  • Identify, separate, count, and postmark all
    absentee ballots
  • Place bundle in front of letter tray
  • Insert report of contents
  • Identify receptacle with special absentee ballot

FY 2005 ISSUES
  • If either party wishes to change the current
    level of service, it must be discussed locally
    first. There are ways to change, but it must
    start locally. If changes are made, the local
    parties must implement that change, so it will be
    most successful if it fulfills the needs of both
    parties.
