  • Federal Funding
  • EAC said at NASS Conference that states should
    get money for FY 03 and 04 in May
  • President Bushs budget contains 40 million of
    the 800 million that Congress authorized for the
    Help America Vote Act for the year 2005

  • Secretary of States office introduced a bill
    that only included language to bring Iowa into
    compliance with the federal HAVA law
  • The SOS bill contained four main provisions
  • Grievance procedures
  • Provisional ballot measures
  • Defining what constitutes a vote
  • Verification of DL and SSN and how to process
    the new voter registration forms

    use a UPD3 and a t-source of 08

Voter Status Options
  • A Active These voters are Active.
  • I Inactive These voters are Inactive due to
    confirmation mailings or inactivity.
  • P Pending These voters have registered to
    vote by mail for the first time, after 1-1-03,
    and did not provide either their full DL or the
    last 4-digits of SSN, or did not provide a copy
    of identification. Or, the voter provided either
    their full DL or the last 4-digits of SSN, and
    the numbers could not be verified. These voters
    will be required to show ID at the polls.
  • L Local These voters have registered to vote
    by mail for the first time, after 1-1-03, and
    provided either their full DL or the last
    4-digits of SSN, or a valid copy of
    identification. However, these voters did not
    answer the Citizenship checkbox question. They
    are eligible to vote in local elections (school,
    municipal, and most specials) but not federal
    elections (primary, general, and few specials).
  • N Pending and Inactive These voters would
    include those who are Pending and Inactive.
    For example, a voter could have the status of
    Pending, but then have a card returned to them
    during the NCOA process, which would also make
    them Inactive. These voters will be required to
    show ID at the polls.

Verification of DL and SSN
  • January 1, 2003-December 31, 2003 - Secretary of
    States office will run a list of registered
    voters who registered by mail for the first time
    (Approximately 7,000 statewide)
  • SOS will send that list to the Department of
    Transportation. DOT will send us back the name
    and date of birth they have for the SSN or DL we
    sent them
  • SOS will separate the DOT file into county lists
    and will distribute to each county
  • January 1, 2003-December 31, 2003 - SOS will also
    send each county the voters who have generated
    numbers who registered to vote by mail for the
    first time. These voters need to be marked as
    Pending because we cannot verify the generated
    number

Verification of DL and SSN
  • Each county will need to decide if the name and
    date of birth the DOT sent back to us is
    considered a match with what we have in the voter
    registration system
  • If the county decides it is a match then the
    voter is marked Active
  • If the county decided it is not a match, then the
    voter is marked Pending and will have to show
    ID at the polls

Verification of DL and SSN
  • We hope to get the file to DOT next week. You
    should have your lists by the first week in
    April.
  • If you are a client county and do not have the
    staff to this yourself, the Secretary of States
    Office will do it for you. Just let us know.
  • January 1, 2004-May 15, 2004 - We will do another
    batch in May of all the new voters who registered
    by mail.
  • May 15, 2004 Voters who register by mail for
    the first time after this date will be marked as
    Pending on the registers and will have to show ID
    at the poll.
