- Veterans Entrepreneurship and Small Business
Development Act of 1999 (Public Law 106-50) - Mandates a governmentwide procurement goal for
federal agencies to provide Service-Disabled
Veteran-Owned Small Businesses (SDVOSBs) 3
percent of the total value of all prime contracts
and 3 percent subcontract awards for each fiscal
year - Veterans Benefit Act of 2003 (Public Law 108-183)
- Established a set aside for SDVOSBs

exception cited - GSA's projected and actual total revenue and
costs (both direct and indirect ) for managing
and administering each contract covered by the
designation, including the number of FTEs

contracts covered by the destination (using
performance measures and benchmarks
