conclusion (2003)
  • MSF believes that the international donor
    community, and international and national
    non-governmental partner agencies working with
    the Ministry of Health on policy development and
    reform strategies within the health care sector
    must take into consideration the forgotten and
    neglected sector of Mental Health.
  • The international community has a responsibility
    to encourage the Tajik authorities to include
    Mental Health within the broader agenda of health
    care reform in the Republic of Tajikistan. And
    MSF believes that the Ministry of Health has a
    duty to encourage the international community to
    support the Tajik authorities in facing this
    challenge.

European Commission
  • Humanitarian aid (ECHO) until 2007
  • Lobbying and technical support to Ministry of
    Finance and Ministry of Health (Food Security
    Programme, ECHO)
  • Result 1 an additional 1 mln somoni allocated by
    the Tajik Government to the MoH for republican
    level psychiatric institutions in 2005.
  • Result 2 Commitment of Ministry of Health and
    Ministry of Finance to rationalise system of
    psychiatric (and TB) institutions by 2007.

Other needs
  • Full-fledge reform of the psychiatric system
    (des-institutionalisation).
  • Support to the Government (all institutions
    across relevant Ministries).
  • Any in-kind donation should be coordinated with
    the MoH and actors involved in institutions, with
    priority given to the worse institutions and
    bearing in mind the needed rationalisation of
    number and quality of institutions.
