Context

• Development emergency
• Halfway to 2015 but a million miles from
  success
• perhaps for too long we have talked the language
  of development without defining its starting
  point in wealth creation the dignity of
  individuals empowered to trade and be
  economically self-sufficient

Rationale

• Sustained poverty elimination depends on
  sustained economic growth. Redistribution is not
  enough
• Inclusive growth is the best way to pull people
  out of poverty and the exit strategy for aid.
• Economic growth will be driven by the private
  sector.
• The business environment needs to be conducive to
  private sector investment and will be
  strengthened by effective government, efficient
  markets, and strong human development.
• Donor interventions need robust justification in
  terms of overcoming Market Failure and State
  Failure
• Making Markets Work Better for the Poor (M4P) a
  framework for understanding and supporting PSD

• What is the specific failure that we are
  addressing?
• What is the market development or systemic
  change that will achieve lasting impact at scale?
  
• Results measurement? Exit strategy ?
  Sustainablity? Over-governed?
