Title: How to get off a Dead Horse

1
How to get off a Dead Horse
  • Today, no one needs to die from malaria.
  • So why are they still dying?
  • Larry Casazza, MD.MPH
  • Director , ACAM-African Communities Against
    Malaria
  • September 30, 2005

2
Current Situation
  • Poor alignment among donors, governments,
implementing NGOs and the communities they are
trying to serve lack of a common vision
  • At the household/community level, HIV/AIDS,
Malaria and TB programming not integrated
  • Lack of cohesive planning to give incentives to
private sector ITN producers for continued
    production and product development
  • Insufficient collaboration among NGOS themselves
and involvement of their potential networks
  • Families knowledge and desire for ITNs and
    effective treatment bypassed
  • Governments lack a model for interaction with
    NGOS (and vise versa)
  • Weak leadership being offered by current
    leaders

3
Results
  • Today, more than one million malaria -related
deaths occur each year, mostly in Africa with 70
under five years of age a child dies every 30
    seconds
  • Access to ITNs falls markedly short of Abuja
targets for 2005 GFATM disbursements lagging
  • Sustainability and ownership of programs missing
    heavy top-down planning still persists

4
Where to go in the future
  • Link the financial resources to a Shared Vision
held by all key stakeholders at all levels
  • Initiate ways for direct support to already
    integrated successful Community-based approaches
    and motivate their scaling-up
  • Interject Leadership to develop a new way of
thinking about development of health systems for
    HIV/AIDS, Malaria and TB programs

5
Where to go in the future- Contd
  • Cultivate models for network building and their
    sustainability
  • Develop a shared governance framework for NGO
    collaboration and coordination
  • Exploit private sector partnerships that create
    win-win results
  • Grow a long-term vision that addresses simple
    business, management, and communication practices
for effective aid distribution and technical
    updating
